摘要
水务企业是一个城市经济中的民生支柱产业,既有着明显的企业特征,同时也
带有一定的公益性质。WH 水务集团有限公司(以下简称 WH 水务集团)是有着较
强的制水供水能力、施工设计能力的传统国有企业。随着我国改革开放、武汉市国
有企业经济体制的改革和推进城乡一体化建设的要求,全市的供水企业面临着日趋
激烈的市场竞争,如何发挥 WH 水务集团的自身优势,把握市场机遇,促进社会发
展,确定公司的对策十分重要。
改革开放改变了水务企业的发展方式,武汉市的城市化进程提高了 WH 水务集
团的发展速度和规模。按照民生基础产业的特点,WH 水务集团保持了低利润性,
从而保证了城市人口的饮水需求;作为企业,WH 水务集团又有必要获得自身持续
发展的资金以及企业利润。在当前条件下,通过何种方式取得自身的发展,保证企
业的利益相关者的权益是 WH 水务集团的重要问题。水务企业的利益相关者和普通
企业是完全相同的,主要是股东;而广大的城市用户,是公用事业类企业所特有的;
而市政府利益则是水务企业较为特殊的部分,因 WH 水务集团和 WH 供电局同时由
政府创办,因此企业发展和武汉市政府的相关性较高。本文通过考虑 WH 水务集团
所处的公用事业企业环境中,自身所带有的社会责任、公众利益的特点,制定了相
应的发展策略,通过有步骤地实施,并建立一套完整的体系来保证公司发展策略的
顺利实施。

Abstract
Water business is the livelihood of a city pillar industry of the economy, the
companies are obvious characteristics, but also with some public properties. WH Water
Works Co, Ltd (here in after referred to as WH des Eaux) is a strong system of water
supply capacity, design capacity of the traditional construction of state-owned
enterprises. As China's reform and opening up, Wuhan City, the economic system reform
of enterprises and promote the integration of urban and rural requirements, the city's water
supply enterprises are facing increasingly fierce petition, how to play WH
Eaux own advantages, market opportunities, promote social development and confirmed
the response is very important.
China’s reform changed the way the development of panies; Wuhan City
increased urbanization WH Eaux speed and scale of development. Basic industries in
accordance with the characteristics of people's livelihood, WH des Eaux keeps a low
profit, thus ensuring the drinking water needs of the urban population; as a business, WH
des Eaux and necessary funds to obtain their own sustainable development and corporate
