自主创新视域下政府管理创新的法律思考

摘要: 自主创新是中国社会转型面临挑战的特定背景下提出的国家发展战略。对各级政府来说, 要在自主创新
中发挥其应有作用, 不断提升行政能力和行政绩效, 就应当因应行政生态环境变化, 正视自主创新对政府管理
带来的严峻挑战, 认真剖析当前政府管理中存在的种种问题, 积极推进政府管理创新, 以期建立起一个与自主
创新相适应的现代法治政府。

Abstrac t: Independent innovation is a state deve lopm en t stra tegy put forw ard in the background of challenges w hich Ch ina
confron ts dur ing soc ia l transform a tion. Due to changes in adm inistra tion, governments at all leve ls should reasonably con
front the severe challeng es brought by independent innovation, if they want to function w ell in independent innovation and to
im prove gradually adm in istrative ab ilities and achievem ents. T he gov ernm en t shou ld carefu lly ana lyze the problem s in cur
rent governm enta l adm in istration, and prom ote the innovation active ly in governm enta l adm in istration in o rder to build up a
m odern governm ent ruled by pa tible w ith independent innova tion.
