论文摘要
精细化管理是一种与泰勒的科学管理、戴明的为质量而管理的精神一脉相承的管理理念。它成型于20世纪50年代的日本,是社会分工的精细化,以及服务质量的精细化对现代管理的必然要求,是建立在常规管理的基础上,并将常规管理引向深入的基本思想和管理模式,是一种以最大限度地减少管理所占用的资源和降低管理成本为主要目标的管理方式。
20世纪80年代初,西方国家掀起了新公共管理运动,主张采用工商管理的理论、方法,来提高公共管理部门的管理质量和效率。精细化管理的思想和方法被广泛应用于世界各国政府部门和公共管理领域,并取得显著成效。我国各行各业也积极引入精细化管理思想,并在各级政府和公共管理领域得到积极应用。
工商行政管理作为政府合理干预市场、维护市场秩序、保护公平竞争的重要手段,必须适应市场经济规律的需要,从管制的、粗放的监管方式向集约的、精细化的监管方式转变。本文在对工商行政管理监管方式概念与现状进行简要分析的基础上,提出了工商行政管理精细化监管方式的概念与具体特征。运用全面质量管理的原理,借鉴丰田精细化管理的相关做法,提出了推进工商行政管理监管方式精细化的初步方案及实施路径。围绕持续改进理念,介绍了根回、PDCA、AAR等手段,对其在构建工商行政管理精细化监管方式系统中作用与应用进行了分析。

Abstract
Delicacy management is a management philosophy which came down in marrow of Taylor’s scientific management, and derived from Deming’s quality management. It took shape in the 1950s of Japan, and met the inevitable modern management requirements of division of labor in society, also of delicacy of service quality. Being based upon traditional management, delicacy management is a management mode centered on preserving value with less work, and focused on reduction of the original wastes, thus a variation on the theme of traditional management.
In early 1980’s new public management campaign raised in western developed countries, which claimed that to improve efficiency and quality of public sector management adopting the theory and technique of private sector management. Having achieved remarkable results, the philosophy and method of delicacy management was wildly used in the field of public management and the realm of government department all over the world. The ideology of delicacy management was zealously introduced into different trade and industry of our country and also applied in region of all levels government and public management.
