摘要
城市公共产品是存在形态和受益范围限于城市地域空间的地方性公共产品。
它涵盖的范围很广,几乎城市社会内一切为了公共需求而提供的物品或服务都可
以纳入城市公共产品的范畴。本文则主要是研究那些有形的、具有明显生产和消
费特征的产品,即除了行政、司法、治安等社会管理服务性的产品以外的那些城
市公共产品。
当前,由于多种原因的影响,我国大多数城市的公共产品的供给尚不能满足
城市社会日益增长的对公共产品的需求,整体上处于一种低效状态。随着我国城
市化进程的推进,城市社会对公共产品的需求将会越来越大,如果不能有效改善
目前城市公共产品的供给现状,那势必将阻碍城市经济的进一步发展和人民生活
水平的提高。因此,研究我国城市公共产品的供给效率,找出并解决存在的问题,
无疑具有重要的现实意义。
公共产品应该怎么供给、由谁来供给,一直是学者们争论的焦点。有的认为
在公共产品供给上市场会失灵,所以公共产品应由政府提供;有的认为在公共产
品的供给上政府也会失灵,所以公共产品的提供应市场化。事实上极端的政府供
给或者极端的市场化供给都是不足取的。
本文从市场和政府关系的角度出发,采用规范分析与实证分析相结合的研究
方法,首先从理论上和实践上研究了我国城市公共产品供给的现状,指出了供给
效率低下的具体表现及导致供给效率低下的两个主要原因。这两个原因就是资金
投入不足和政府失灵。通过对这两个原因的深入分析,论文提出提高我国城市公
共产品供给效率的关键在于合理选择政府供给的范围,能够由市场供给的就交给
市场供给,充分发挥政府和市场各自的优势,规避各自的缺陷。以此为基点,结
合我国的实际情况并参考一些发达国家的实践经验,论文最后给出了关于如何改
善供给效率的整体思路和一些具体的对策,以期能对我国城市公共产品供给效率
的提高提供一点帮助。

ABSTRACT
The urban public product is the local public product that the existing appearance and
benefit scope are constrained in the urban space. The scope that it covers is very wide.
Almost all the goods or service provided for public demand inside the city society can
be brought into the urban public product’sscope. But this passage mainly researches
these public goods with material forms and obvious production and consumption
characteristic, namely in addition to such public goods with society management
character as administration, justice, public order,etc.
At present, because of the influence of various reasons, the provision to public
goods still can't satisfy the city society’sdemand increasingly to public product in most
of cities. The whole provisional level is lower .Along with the propulsion of
urbanization of our country, the demand of the city society to public goods will be more
and more large. If we can't effectively improve present situation of the urban public
goods provision, it is certain to block urban economical further development and
