摘要
我国商业银行逐步将发展个人住房贷款业务作为一个新的利润增长点推动了
我国经济的发展的同时,自身也得到了长足的发展。特别是近些年随着我国城市化
的进程,住房贷款已经成为我国商业银行竞争的主战场。但是由于我国住房贷款市
场相关的住房保险、住房担保以及二手房交易市场等发展速度相对较缓,住房贷款
显性和隐性风险也正在逐步地展现出来。一旦风险不能及时处理而爆发必然会引起
房地产及其相关产业、居民住房消费乃至整个国民经济产生连锁反应。在过去的一
年中我国各级政府对住房开发、住房贷款都作出较为严厉的调控举措。相继在上海、
北京、重庆等大型一线城市出台了对第三套房、第二套房的贷款限令。住房贷款风
险管理势必将面临新的形势和变化。
商业银行如何识别、转移、控制、管理个人住房贷款风险是此项业务保持健康
发展的基本要求。本文从我国商业银行个人住房贷款风险管理的方法和理论入手,
对商业银行个人住房贷款风险类别及其形成原因进行了分析,总结典型国家商业银
行的住房贷款风险防范经验,比较我国与国外现代商业银行住房贷款风险管理的不
足。并在此基础上,对如何完善和加强我国商业银行个人住房贷款的风险防范和管
理提出了构想,以期能对商业银行住房贷款健康发展做出些许贡献。

ABSTRACT
Commercial Bank of China will gradually develop individual housing loan business as a new
profit growth point to promote the development of our economy, while their own has also been
considerable development. Especially in recent years as urbanization of China, competition for
housing loans has already e the main battlefield mercial banks. However, because of
the housing market-related housing loan insurance, housing, security and second-hand housing
market is developing in a low growth rate, housing loans explicit and implicit risk exposure is
gradually spreading. Once the risk can not be disposed in time, it will inevitably cause the outbreak
of real estate and related industries, housing consumption and even have a ripple effect throughout
the economy. In the past year, governments at all levels have been made more stringent measures in
order to control housing development and housing loans. Shanghai, Beijing, Chongqing and other
large cities introduced a line of the third suite, the second suite of loans ordering in recently. Risk
management of housing loan is bound to face new situations and changes.
Commercial banks how to identify, transfer, control, management the risk of individual
