摘要
高速公路建设项目线长面广、投资巨大。为了尽可能地优化方案,有效地控制投资,
选择建设项目合理的线路至关重要。
本文针对高速公路路线方案的优选问题,对影响高速公路线路方案的因素进行了全
面的分析研究。在可研阶段,经济评价的结论是作为项目是否该修的评判依据(解决“该
不该修”的问题),评价指标包括:净现值(NPV)、内部收益率(IRR)、效益费用比(BCR)
和投资回收期(N)。而将经济评价运用于设计阶段的方案比选时,其结论是作为方案比
选的评价指标(解决“怎样修”的问题),与可研阶段的目的有着本质的不同,因此,
该阶段经济评价的侧重点(选择的指标)和计算方法应有所差异。本文采用经济评价简
化计算的方法,在国民经济评价中只对成本增量及效益的增量进行计算,在财务评价中
也只对成本增量与效益增量进行计算,这样大大简化了在设计阶段对路线方案比选的计
算,建立了较完整可行的高速公路综合评价指标体系,提出并建立了适合我国国情的高
速公路建设项目的路线方案的可行的初步评价体系。
最后选用广东潮州至惠州高速公路经济评价为例,采用“增量计算”法进行经济费
用效益分析和财务分析,分别计算各方案的经济净现值增量和财务净现值增量,并对比
选方案进行综合评价确定最终推荐方案。

Abstract
The freeway projects cover a long area, and require a large amount of investment. To
optimize the schemes and control the investment, choosing rational construction project route
is very important.
This paper conducted prehensive analysis about the optimization of highway route
selection and the factors affecting the program of highway routes. Feasibility study stage, the
economic evaluation’s conclusion is the evaluation basis of whether or not to build the project.
The indicators Present Value (NPV), Internal Rate of Return (IRR), Benefit-Cost
Ratio (BCR), and Payback Period (N). However, when the economic evaluation is used in the
design phase of the parison, its conclusions are selected as a program evaluation
(to solve the problem of how to repair), which are essentially different from the purpose of the
feasibility study stage. Therefore, in this stage of economical evaluation, the focus of the
evaluation (selected indicators) and method of calculation should be different. This paper
adopted the simplified method of calculation of economic evaluation. In n
