建筑工程质量监管部门承担着规范责任主体质量行为把握和加强工程质量的
重要责任然而随着质量监管模式由第三方政府质量监督到竣工验收
备案机制的转变质量监管部门不再对建筑工程质量进行等级评价与此同时
建筑工程领域的质量问题不断凸显质量措施不能真正落实到位整个建筑行业缺
乏重质观念和质量激励奖惩机制在这种情况下实施以质量监管部门为主体
的建筑工程全面质量评价成为改善现状的重要途径之一
本文首先对建筑工程质量评价理论从国内外质量评价模式评价指标评价方
法等几个方面进行全面的研究与分析通过对比国内外相关研究总结出建筑工程
质量评价的可行性模式接着提出建立包括过程质量评价在内的建筑工程全面质
量评价框架体系并从与现行制度的关系组织与实施等几个方面给出质量评价体
系的实施细则在此基础上本文将研究重点放在建筑工程施工过程质量评价上
运用关键成功因素法建立质量评价指标体系运用过程能力指数的方法对施工过程
质量进行评价并提出过程质量评价的实施方法以及评价后的判定方法和应用方
向最后结合武汉市质量监管现状建立了武汉市建筑工程质量指数发布系统
本文建立了建筑工程全面质量评价的框架体系并重点对施工过程质量评价体
系的建立与实施进行了阐述具有较强的实用性与操作性为推动我国质量政府监
管的进一步完善起到一定作用

Abstract
Construction units has replaced the quality supervision department ing the
quality evaluation main body, along with the innovation of Quality Supervision Patterns of
Construction. However, the now available construction quality assessment already can not
satisfy the requests for quality supervision department to grasp and reinforce project
quality, as well as normalize and restrain the behavior of the quality responsibilities. In
construction industry, quality problem appears unceasingly, the measure can not be
implemented in time and there is insufficient Rewards and Punishment Mechanism. To
improve current situation, building All-round Construction Quality Assessment System
taking that quality supervision department as the main body is one of importance
approaches.
All of the above give rise to this research on the model, methodology and indices of
construction quality assessment home and abroad. By analyzing the different models, I
learned the treasonable experience for establishing construction quality assessment system.
Then a framework system of All-round Construction Quality Assessment were build.
According to the framework system, suggestions just as implementation principle, the
relationship with current system, organization and implementation, were made for
implementing the system. Based on All-round Construction Quality Assessment Sy
