海关是国家进出境监督管理机关和开放口岸的规划审理部门, 海关与进出口贸易的发展密切相关。为了进一步适应经济全球化形势下港口经济、区域经济发展的战略需求, 海关必须在监管理念、监管空间、监管方式、监管手段等方面找准定位, 从而推动国际贸易与经济又好又快发展。
随着加入世贸组织以来,蓬勃的进出口贸易和新兴的现代物流业,孕育了庞大的报关服务市场,我国与世界各国的经济交流与贸易合作也随之越来越紧密。作为维系报关业务管理和国际进出口的纽带,我国海关担当着依法行政和便捷服务的重任。由于地理环境和文化背景等的不同,我国沿海海关与内陆海关也存在着一定的差异,而研究它们之间的差异对于促进我国海关与进出口业务的发展也是有着重大意义的。因此我选择此课题的目的就在于:通过对我国沿海海关与内陆海关的对比思考分析与研究,总结出二者的主体性差异。并寻找出沿海海关与内陆海关的业务操作模式,从而使两地海关能了解和学习彼此在行政管理和业务操作上的优点,互相交流与学习,扬长避短。从而进一步全方位的发展我国的沿海海关与内陆海关,真正实现我国的进出口业务和国际贸易与世界的接轨。
