BT 建设项目风险评价研究

摘要
随着我国 BT 建设项目实施的日益增多,采用这种方式建设的项目在社会上
发挥的作用越来越大,BT 建设项目的顺利实施具有重大的经济和社会意义。与
传统过程项目相比,BT 建设项目有不同的风险,使 BT 建设项目在实施过程中的
风险评价成为项目参与方所关注的核心问题。因此,研究 BT 建设项目风险评价,
对 BT 建设项目风险的评估、防范和以及 BT 建设项目风险管理具有重要的理论
和实际意义。
本文在分析国内外研究现状的基础上,阐述了 BT 建设项目的特点、BT 建设
项目风险识别过程及方法,并从 BT 建设项目发起方的角度,详细分析了 BT 建
设项目可能存在的各种风险因素,划分层次,进行科学分类,并按照项目风险评
价指标体系建立原则,运用层次分析方法构建 BT 建设项目风险评价指标体系。
并详细阐述了 BT 建设项目中各类风险影响因素。由于 BT 建设项目风险因素的
不确定性和信息缺乏,在灰色系统理论的基础上,结合层次分析法和模糊综合评
判建立了 BT 建设项目风险灰色模糊综合评价模型。该模型充分利用层次分析法、
灰色白化权函数以及模糊综合评判对 BT 建设项目风险进行评价,依据得出的项
目综合评价值结合实际 BT 建设项目的风险水平来对其风险加以重新认识。
本文旨在为 BT 建设项目风险管理者制定相应的风险应对策略和规避措施提
供理论参考依据。

Abstract
With China's BT construction project increasingly grow in quantity, using this
form of construction projects in munity to play a more and more important role
in the BT construction, the smooth implementation of the project has great economic
and social significance. Compared with the traditional process of project, BT
construction projects have different risk, make BT construction project in the
implementation process of the risk assessment called project participants to the core
issues of concern. Therefore, the BT construction project risk assessment, assessment,
has important theoretical and practical significance of the BT construction
