促进农民增收对策研究

摘要
改革开放多年来,在党和政府的高度重视下,我国的农业、农村和农
民问题的解决已经取得了举世瞩目的成就。但是,随着经济体制改革的不断深
化,进入年代末期,农业、农村也出现了一些新情况和新问题。这些问题
中,最突出的是农民实际纯收入的增长速度出现了下降和滞缓。特别自
年以来,农民人均纯收入增长率始终停滞不前、增长缓慢,持续增长乏力。农
民收入长期上不去,对国家的政治、经济、社会的影响是全局性的,关系到农
村的社会稳定和国家的长治久安。增加农民收入问题已经成为当前乃至今后一
个时期我国农村工作的一个中心工作。但是,从目前情况看,由于种种原因,
我国政府历年以来出台的许多有关农民增收的政策,都存在短期性和局限性,
并没有从根本上真正解决农民的增收问题,农民增收长效机制的指导性框架尚
未形成。本文力图围绕如何建立农民增收长效机制这个课题,进行深入地调查
研究,意在探索这种长效机制的内涵和途径。
论文对现阶段农民收入的特征进行分析,总结归纳影响农民收入的制约因
素农业自身的脆弱性,农业产业结构不合理,农民的科技和文化素质低,农
产品流通市场发育不完善,土地制度和农村基本经营制度的弊端,二元分割的
体制存在缺陷,农村基础设施落后等。并在此基础上对:建立健全减轻农民负
担的长效机制,完善我国现行户籍制度和土地制度,深化对农业和农村的投资
体制改革,建立稳定增长的投入机制,健全现代农村金融制度、农产品现代流
通体系,积极推进农业和农村经济结构的战略性调整,积极发展农业产业化经
营,转变政府农业管理职能,提高农民的科技文化素质,加快农村剩余劳动力
的转移,大力发展农业信息化建设等方面进行研究,以建立农民增收的长效机
制。

Abstract
More than 30 years of reform and opening up, solving the issues of China's agriculture, rural
areas and farmers have been made remarkable achievements, with the great attention from the
Party and the government. However, along with the economic system reform continued to
deepen, China's agriculture and rural areas also appeared some new cases and new issue in the
late 1990s. Of all the issues, the most prominent is the growth rate of e of farmers
dropped and slow. Especially since 1997, the growth rate of rural per e has
e standstill, sluggish growth and increasing slack. Farmer' e is long-term go up not to
go, which is global to national political, economic and social effect, related to the rural social
stability and national long-term stability. Increasing farmers' e is the center of China's rural
work for the current and even the next time. However, Judging from the present condition, due to
various reasons, our government has introduced many measures about increasing the e of
farmers that are short-term and limitations, so not fundamentally solve the problem of farmers
