地方高校教学管理流程再造研究
——以济南大学为例
摘要
近年来,中国高等教育已经实现了由“精英教育”向“大众教育”的转变,内外部环
境正在发生着急剧的变化,但是教学管理仍然存在冗余的组织结构,繁琐的运作流程,僵
化的管理模式,尤其对于刚刚经历过合校的地方高校,因此把企业业务流程再造的理论应
用于高校教学管理流程再造既是理论发展的要求,也是实践的迫切需要。随着知识经济时
代的到来和信息技术的发展,教学管理流程再造已经成为地方高校管理改革的核心内容,
是企业业务流程再造在高校管理的应用和延伸。
本文对地方高校教学管理流程存在的问题进行剖析,提出了借鉴企业业务流程再造理
论,运用相关技术工具和方法,依靠现代信息技术,建立地方高校教学管理业务流程新体
系,提出了以学生、教师和教学管理人员为中心,以信息技术为手段,以实现教学管理高
效化和科学化为目的的地方高校教学管理流程再造模式。论文首先从流程再造的研究现状
入手,对流程再造的概念、教学管理流程再造的基本理念、方法、原则、过程和流程图的
绘制进行了提炼和总结,接着对地方高校教学管理流程现状进行了分析,揭示了存在的问
题,并从流程的角度解释了产生这些问题的原因,构建了地方高校管理流程再造的框架,
在以上理论的基础上,按照“制度再造、组织再造是软环境,使能新系统设计是基础平台”
的原则,对以济南大学为对象的地方高校教学管理流程再造的实践工作进行了总结。本文
在理论与实例分析相结合的基础上,为生源多样化、人才市场多变性条件下的高校教学管
理改革提供了一种新思路,具有一定的现实指导意义。

ABSTRACT
In recent years, China’s higher education has already changed from elite education to mass
education, great changes occurred in both internal and external environment. But the teaching
management process has still anizational structure, tedious process and rigescent
management pattern. In particular, a local college has just experienced, Therefore, applying
business process reengineering theory to the teaching management process reengineering meets
the requirements of the development of theory and practice. With the advent of a new era of
economical knowledge and the development of IT, The teaching management process
ing from business process reengineering is the core of local college
management reform.
