摘要
科技计划实施效果评估在我国起步较晚,研究基础相对较弱,进行实施效果
评估较为复杂。科技计划评估是科技改革与发展的需要,可以有效地提高政府决
策和宏观管理的质量和有效性,及时调整科技计划的投资方向和领域。
本文以现代经济管理理论、现代统计理论方法为指导,以星火计划实施效果
为研究对象,综合运用绩效管理、数理统计学等相关方法,在广泛调查研究的基
础上,对星火计划 2003 年至 2009 年实施效果进行了理论和实证研究,提出了具
有科学性、可操作性的星火计划实施效果评估体系,并进行了实证分析。首先,
深入分析并阐述了星火计划实施效果评估的现实意义和理论意义,建立星火计划
实施效果评估的研究方法。其次,依据星火计划的内容,结合实际情况,构建出
星火计划实施效果的评估体系,从星火计划项目、农业科技园、科技特派员三个
部分描述星火计划实施效果评估体系。本文采用客观赋权的方法与层次分析法相
结合的方法来确定指标的权重,通过综合指数评价法计算决定综合评估值。最后,
本文实证分析选取的是星火计划 2003 年至 2009 年的数据,计算得出星火计划的
实施效果综合评估值,为日后完善星火计划的实施指出改进的方向。

ABSTRACT
Science and Technology program effect evaluation started late in China, the
research base is relatively weak and it’plicated to evaluate the implementation
impact. Science and Technology program evaluation is the need for reform and
development of technology, aims to enhance the scientific and democratic in
decision-making process, improve the quality of government’s macroeconomic
management and adjust the investment direction and areas of technology program
timely.
This paper studied on the Spark Program implementation effect with modern
economic management theory and modern statistical theory method as a guide,
comprehensively used performance management, mathematical statistics and other
related methods. Based on extensive research, I finished theoretical and empirical
research on the Spark Program from 2003 to 2009 implementation effect, proposed
scientific and workable plans to Spark program implement effective assessment
