摘要
随着西安市经济的不断发展,居民的生活水平得到了显著的提高,住房条件也有了
明显的改善。但是,在大多数居民住房条件改善的同时,处于城市弱势地位的中低收入
家庭的住房问题日益突出,因此,解决西安市中低收入家庭的住房困难是摆在西安市发
展道路上不可回避的问题,必须引起高度重视。本文正是针对这个问题,研究西安市中
低收入家庭的住房保障水平问题。
论文首先介绍了住房保障及其相关概念,分析了我国和西安市现行的住房保障制度
及中低收入家庭住房现状;然后从政府的供给能力、居民的需求和房地产市场三个角度
分析影响西安市住房保障水平的因素,基于 1998—2008 年的历史数据,采用主成分分
析方法建立了西安市指数和房地产市场水
平指数三个模型,并运用敏感性分析方法定量分析各因素对住房保障水平的影响程度,
得出的影响最为敏感;然后,从这一关键因素出发,建立住房保障水平测算模型,并选取与西安市具有
相似性的对比城市,利用住房保障支出占 GDP 的比例,通过与对比城市的比较,得出
西安市住房保障水平相对较低;最后,参考国内其它城市以及发达国家住房保障措施和
经验,对西安市住房保障制度的完善提出合理的建议。
本文的实证研究结论能够为西安市政府了解中低收入家庭的住房保障水平和制定
合理的住房保障制度提供依据。

ABSTRACT
In recent years, with the continuous economic development in Xi'an, the standard of the
residents living has been improved remarkably, housing conditions have improved
significantly, and living environment of people develop to an unprecedented height. However,
with the improving of most of residents’ housing conditions, the disadvantage of urban middle
and low-e families e a increasingly obvious problem, therefore, middle and low-
e families’ housing difficulties e a un-avoided problem in the development road
of Xi’an, which should draw our high attention. This article is just for the issue and start deep
research on housing security level of Middle and Low e Family in Xi'an.
The paper introduce housing security and related housing support concept, summarize
the existing housing security system of Xi'an and China; by the deep analysis of the middle
and low-e families’ housing situation in Xi'an and get a conclusion that the level
