河北省高校及重点工学学科科技创新效率研究

摘要

地方高校是高等院校的重要组成部分,占全国高校总量的 90%以上。近年来,在科技
创新、科技成果转化等方面取得了显著成绩,为地方乃至全国的经济建设和社会发展做出
了巨大贡献。地方高校已经成为我国科技创新队伍中的有生力量、区域创新系统的重要组
成部分。然而,地方高校目前仍然存在着科技资源的配置和使用不够合理、科技创新能力
不足、科研效率低下等问题。
基于此,本文将测度生产率变动的 malmquist 指数方法引入到高校科技创新领域,分
别从高校和学科的角度测度了科技创新效率的变化情况,并对结果从技术进步和技术效率
等角度进行详细分析,以期对促进高校的自我发展以及优化高校科技资源配置提供一些可
供参考的信息。
本文的研究内容主要包括:首先,分别建立了衡量高校和学科科技创新投入产出的指
标体系;其次,论文采用 malmquist 指数方法,研究了河北省 11 所高校 1995 至 2008 年
间的科技创新效率变化情况,并分别从技术效率、技术进步等角度分析产生这种变化的原
因;第三,运用 malmquist 指数方法,测度了河北省某高校 10 个省重点工学学科 2001 至
2003 年间科技创新效率的变化情况,并分别从技术效率、技术进步等角度分析产生这种变
化的原因。

STUDY ON SCIENTIFIC AND TECHNOLOGICAL
INNOVATION EFFICIENCY OF UNIVERSITIES AND KEY
TECHNOLOGY DISCIPLINES OF HEBEI PROVINCE

ABSTRACT

Local universities accounted for over 90% of total universities, and they made great
contributions to regional economy development by R&D and the transformation of scientific
achievements. Local universities had e effective strength for scientific and technological
innovation in our country, and they were ponents of regional innovation system.
But some questions still existed in local universities, such as the unreasonable configuration of
scientific resources, the deficiency of innovation capabilities, the inefficiency in research, etc.
Based on above, malmquist index was introduced into higher education field, and it was
used to analyze the efficiency changes of universities and disciplines. The results can provide
some information for policy makers and university heads.
Main contents included: first, scientific and technological innovation inputs and outputs
index systems of universities and disciplines were established respectively. Then, malmquist
