摘要
我国劳动力市场分割十分严重阻碍了社会经济的发展西方劳动力市场分割理
论经过几十年的发展形成了较完整的理论方法与政策主张本文借鉴该理论对
我国改革开放以来的分割劳动力市场进行了全面分析
我国处于经济转时期劳动力市场分割不同于西方国家主要表现为一种体制性
的分割以劳动力供给方来分析上世纪 90 年代中期我国劳动力市场从城乡二元
结构演化为城市中本地居民与外来劳动者之间的二元分割前者是计划体制下所延续
的各种社会制度所造成的后者是由于城市政府出台的歧视性政策所形成分割程度
因城市类别各不相同本文以北京市为案例说明了二元劳动力市场的分割及其演变
过程以劳动力需求方来分析本文通过实证分析验证了我国劳动力市场分割的两种
形式所有制分割与行业分割并进一步揭示随着我国私有经济的发展和竞争
垄断产业的形成所有制分割不断弱化行业分割逐渐形成最后本文以内
部人外部人模型为基础对我国劳动力市场分割的机理进行剖析并探讨了市场
分割对社会寻租收入分配与人力资本投资的严重影响
我们认为我国体制性劳动力市场分割是经济转轨时期的特有现象其演化形式
反映了我国经济改革不断深化市场力量日益增强的过程经济发展的规律决定了我
国劳动力市场体制性分割将不断弱化并最终退出历史舞台

Abstract
There exists serious segmentation in China’s labor market, which impairs the
development of society and economy to a large extent. As we know, with the study of
western Labor Market Segmentation for several decades, a systematic theory of modern
labor market segmentation including corresponding methods and policy propositions has
been formed. With this theory of modern labor market segmentation, in this paper, we
studied the China’s segmented labor market after reform and opening-up.
As a country in the economic transition period, China’s labor market segmentation is
institutional segmentation, which is different from those of western countries. Analyzing
form employee side of China’s labor market , we find that, on the middle age of 1990s,
China’s urban labor market evolved from rural-urban dual structure to the segmentation of
labor forces from local citizen and immigrants. The former is caused by many social
regulations inherited from planned economic system, whereas the later results from the
discriminating policies enacted by city government, and thus its extent of segmentation
varies with different city. The paper regards Beijing as a case to analyze the dual labor
