山西省公务员培训问题研究

摘要

本文首先引入了公务员培训在培训需求分析、培训实施与管理、培训评估
等方面的理论基础。通过对英国、法国、美国、德国等西方国家公职人员培训
的实践典型进行分析,得出对山西省公务员培训要步入法制化、规范化、创新
化的启示;并通过对国内部分省、市公务员培训的案例进行分析,得出了对山
西省公务员培训需抓基层、促合作的借鉴意义。
接着,本文对全省公务员在年龄、学历、职位等方面的结构构成进行分析。
并对省、市、县、乡四级公务员培训状况进行问卷调查,获得了山西省公务员
培训情况的基础资料。在对山西省公务员培训的现状进行分析后,揭示出当前
培训中存在的诸如培训结构和内容不合理、培训经费不足等问题。并深刻剖析
出现这些问题的深层次原因,具体有:对培训的重要性认识程度不够;培训需
求分析与培训评估的测评方法不科学;培训成果的转化没有适合的环境等。在
此基础上,根据国内外相关培训理论及培训实践典型的研究成果,构建了一套
包括提高培训认识、确立培训目标;科学应用培训需求分析方法、完善培训实
施模式、采取有效的培训效果评估体系;合理建立培训机构网络、完善各项配
套制度在内的山西省公务员培训体系。
由于目前国内外对国家公务员培训的理论成果较少,既给本研究带来了一
定的难度,同时也说明本研究具有一定的理论和现实意义。本文对此只是做了
一个初步的尝试,试图探讨出一些完善山西公务员培训的对策,建立较为完善
的培训体系,以期对创建山西公务员培训新模式有所裨益和启发。希望能抛砖
引玉,引起更多的学者关注并推进山西公务员培训与开发的进程。

Abstract

In this paper, it takes the introduction of public sector human
resource training at the training needs analysis, the training of
implementation and management, the training assessment of the
theoretical basis. Through the United Kingdom, France, the United States,
Germany and other Western countries in training for public officials to
carry out the practice of a typical analysis of Shanxi Province. The
training of civil servants to enter the enlightenment of the legal system,
standardization, innovation ; and through the domestic part of provincial
and municipal civil servants training in case analysis of Shanxi Province
will take the Civil Service Training and the main of foundation level and
engage in joint and promote cooperation reference.
Then, this paper, the province's civil service at age, education, jobs,
etc. constitute the structure for analysis. And the provincial, city, county,
township 4 Civil Service Training and the status of a questionnaire survey
in Shanxi Province was the situation of the Civil Service Training and
original information. In Shanxi Province, the status of the Civil Service
Tra
