内容摘要
“十五”期间以来,北京市随着市场化改革的不断深入,在政治、经济、文化
等方面成绩斐然,但与此同时,城镇无社会保障的老年群体的规模也日渐扩大。关
注并认真解决北京市城镇无保障的老年群体的医疗保障问题,实际上已成为加快首
都经济建设步伐,维护首都社会繁荣稳定局面的一个不容回避的政治问题。
本文从北京市城镇无保障老人的实际情况出发,主要以历年统计年鉴、劳动和社
会保障年鉴、年北京市劳动和社会保障局同首都经济贸易大学对于北京市城镇无
保障老人普查资料为基础,通过对医疗保险筹集基金的测算研究、构建城镇无保障老
人的医疗保险预警系统,有重点地探讨医疗保障制度运行中存在的问题,并在此基础
上提出了治理城镇无保障老人的医疗保障问题的对策性建议。
本文在理论分析基础上,采用以统计学、计量经济学和社会保障精算学为主要工
具的实证研究方法。尤其在北京市城镇无保障人群医疗基金筹集的测算研究方面,建
立精算现值模型,为北京市政府医疗保险资金的投入提供了科学依据。此外,在构建
医疗基金预警系统的研究方面,本文基于建立一套科学的、可量化的、可操
作的城镇无保障老人医疗保险基金风险预警系统,以便通过风险量化,有效监测基金
的风险,及时发现危机并作出预警,为医疗保险经办机构提供可靠的风险防范信息,
确保基金的平稳运行。
本文主要研究结论认为北京市在城镇无保障老人的医疗保障制度方面虽然己经
取得了显赫的成绩,但现有的医疗保险在运营和管理上仍然存在诸多问题。因此,健
全和完善城镇无保障老人医疗保险的预警系统事在必行。

Abstract
During the tenth five-year plan, with the development of marketing reforms Beijing
has made marked achievements in the field of politics, economics and cultures.
Meanwhile, the urban non-safeguards the senior groups are also growing. Paying
attention to solve the problem of social security for Beijing urban non-safeguards the
senior group has already e an urgent political issue in the aspect of mending our
paces in capital economic construction and keeping capital social order and prosperity.
This article proceeds from Beijing social and economics objective realities. Based
on China statistics yearbook, work and social security yearbook, the General survey data
of Beijing works and the social security bureau and Capital University of Economics and
Business in article has studied the measure of the urban non-safeguards the
senior group described the size of the urban non-safeguards the senior group, built
risk-warning system of fund in basic medical insurance system for urban non-safeguards
the senior group.
