摘要
随着我国电力市场改革的深入,以及煤炭价格的大幅上涨,发电企业正在面临
着日益严酷的外部环境,发电企业间的竞争也日趋激烈。企业必须制定合理的战略
体系和进行有效地管理去适应竞争环境。内部绩效考核水平的提高已经被众多企业
认为是增强核心竞争力的重要手段。
本文在对国外先进绩效考核方法研究的基础上,通过 SWOT 法确定企业战略方
向,选择基于关键绩效指标(KPI)的平衡记分卡(BSC)来建立绩效考核体系,利用层
次分析法(AHP)确定指标值权重,将企业战略层层分解、落实到部门和岗位,最终
建立一套科学、全面、高效地绩效考核体系,不仅可以使企业绩效考核同企业战略
紧密联系起来,还可以将绩效考核充分落实到组成企业的每个部门、每个员工。并
将此方法运用于电厂实际中,为该电厂建立了一套科学、系统、可操作的绩效考核
体系,提高了企业的管理水平。该方法对其它企业的绩效考核体系有着一定的借鉴
与参考价值。

Abstract
With the deepening of the reform of power market in China, and coal price rises
considerably, power enterprises are facing the increasingly harsh external environment.
petition of power enterprises is ing increasingly fierce also. Power
enterprises must formulate rational strategy system and effective management to meet
competition environment. Improving of internal performance management level has been
considered the important means to enhance their petitiveness by many
enterprises.
Based on the research of advanced performance management method overseas this
paper confirm the enterprise strategy direction by SWOT method, establish the
performance management system by the key performance indicator (KPI) and the
balanced score card (BSC), determine the index weight by using analytic hierarchy
process (AHP).This paper pose the enterprise strategic to each department and
worker, and finally establish a set of scientific, comprehensive and performance
management system. The system can not only make the enterprise performance
management with the enterprise strategic closer together, but also implement
performance management efficiently to each department and worker. This paper applies
the method in SX power enterprise, establishes a set of scientific, systematic and
operational performance management system, and enhances the enterprise management
