火炬计划实施效果评估研究

摘要
科技是第一生产力,科技计划是政府组织科学研究和技术创新的重要形式。
目前我国拥有“863 计划”、“973 计划”、“国家科技支撑计划”、“星火计划”、“火
炬计划”等 20 多项大大小小的科技计划。这些计划在一定程度上推动了我国科
技的进步,促进了我国经济的发展,认真制定并实施好这些科技计划,是我国未
来发展战略目标的重要组成部分。科技计划实施效果的评价研究,有助于科学的
管理这些科技计划,及时调整这些科技计划未来的投资方向和领域,使各计划逐
步完善。
本文以火炬计划实施效果为研究对象,综合运用模糊数学、数理统计学、计
量经济学以及绩效管理等相关的理论方法,对火炬计划实施效果进行了深入研
究。首先,对火炬计划实施效果评估的现实意义和理论意义进行了深入的分析和
阐述,并分析了实施效果评估的研究方法。其次,文章根据火炬计划所涵盖的内
容,结合现实情况,从高新区建设、火炬计划项目、产业基地建设、软件基地建
设、全国生产力促进中心、大学科技园、科技企业孵化器七个部分构建了火炬计
划实施效果评估指标体系,共包含 47 个指标。然后,在总结常用的指标赋权方
法上,文章采用层次分析法与变异系数法相结合的方法来确定指标的权重,而后
利用综合指数评价法计算获得最终的综合评估值。最后,使用火炬计划
2003-2008 年的指标的数据进行了实证分析,根据评估结果,总结火炬计划的实
施效果,并为今后完善火炬计划的管理提出了一定的对策建议。

Abstract
Science and technology(S&T) are the primary productive forces. For the
government, Science and Technology plan is an important form of implementing
science research and technology innovation. We have more than 20 S&T plans now,
such as “863 Plan”, “973 Plan”, National Key Technology R&D Program, Spark
Program of Agriculture, Torch Program and so on. These programs make great
contribution to our economic development and the progress of science and technology.
As an important part of our S&T strategic plan in the future , we should pay more
attention to draft scientific management policies . Impact evaluation which is an
important step of S&T administration can help us adjust the investment direction and
areas of these plans .
This paper made a depth study of the Torch Program implementation effect with
fuzzy mathematics, mathematical statistics, econometrics, and the theory of
performance management and other related methods to construct an Evaluation Index
System. This paper contains the following main parts . Firstly the writer gave a
detailed instruction of practical and theoretical significance of implementation
