山西移动平衡计分卡应用研究

摘要
今天的中国已经开始融入全球的竞争,未来的全球化竞争彻底改变着中国
企业原有的竞争边界,全球化的经济意味着更多的国外企业进入中国,同时也
意味着国外市场的大门在向中国企业敞开。外部环境和竞争基础的改变迫使更
多的中国企业经营管理者不得不认真反思自己企业未来的战略。
3G 时代的到来对国内的通讯市场的格局必定会产生一定影响。中国在 2007
年进入 3G 时代。3G 带来的不仅是技术的演进和服务的丰富,更重要的是产业格
局和游戏规则的变迁。基于这样的大环境,山西移动也适时调整了组织发展的
战略,并积极参与构建和谐社会的进程,直接承担着拉动经济发展、传播信息
文明和沟通人类情感的任务,面向未来,确立了“做世界一流企业”的发展战
略目标。
平衡计分卡(Balanced Scorecard)始于 1992 年,哈佛商学院教授罗伯
(Robert Kaplan)(David Norton)
在《哈佛商业评论》合作发表了第一篇论文《平衡计分卡——绩效驱动指标》,
该文阐述了平衡计分卡的基本原理。卡普兰和诺顿认为,传统的财务会计指标,
如投资回报率和每股盈余,会对持续的提高和创新给出令人误解的信号。
本文通过借鉴衡计分卡的理论研究,对山西移动竞争环境进行分
析,通过对平衡计分卡的实施,实现了组织的优化与调整,使平衡计分卡渗透
到了绩效管理的各个阶段。本人通过对山西移动运用平衡计分卡情况的研究希
望对企业发展提出一些有利的建议。

Abstract
China has been integrating into the petition nowadays,petition changes
the edges of pletely in the future. The global economy means more and more
foreign corporation into China and also means foreign market opens his door to Chinese corporation.
The changes of external environment and petition force Chinese corporate manager to
reflect on his own unborn corporate strategy.

developing strategy---ing the top corporation.
