武汉市城市居民最低生活保障问题研究

摘要
经济体制的改革导致利益格局的重大调整,部分企业因压力增大而大量裁员,城
市中的下岗、失业人员数量不断增加,城市居民的贫困化问题逐渐显性化。随着经
济体制改革的深入,贫富差距逐渐拉大,部分因经济体制改革导致利益受损的城市
贫困居民逐渐萌生出社会怨恨情绪。如何有效疏导城市贫困居民的社会怨恨情绪、
维护社会稳定、和谐的发展,日益受到专家、学者们的关注。城市居民最低生活保
障制度便是在这种情况下应运而生。本文就是在分析武汉市城市居民最低生活保障
中存在的问题的基础上,依据相关理论,提出了相应的对策建议。
文章回顾了武汉市实施城市居民最低生活保障制度十四年来的历程,依据武汉市
的市情,从保障对象、资金来源、申领程序和管理机构方面对武汉市实施城市居民
最低生活保障的现状进行了分析,归纳出武汉市城市居民最低生活保障在制度条例
设置、财政基础、行政管理和法制建设方面存在的问题。然后,以需要层次理论、
社会排斥理论和公共物品理论为理论指导,针对武汉市城市居民最低生活保障中存
在的问题,提出了相应的对策和建议。如合理确定保障对象、适时调整保障标准、
规范家庭经济调查、实施动态管理等科学设置低保制度条例的措施;合理调整各级
财政担负比例、广泛挖掘社会资源建立多元化筹资机制的完善财政拨款制度措施;
增加基层工作人员配置及经费补助、引进专业社会工作者、规范档案管理、构建全
方位的监督系统的健全低保行政管理体系的措施和健全社会救助法律法规体系建
设。这些对策、建议具有一定的针对性和可行性,希望能为完善武汉市城市居民最
低生活保障制度服务。

Abstract
The reform of the economic system has led to a great adjustment of the benefit pattern.
Some enterprises have to reduce their number of employees because of increasing pressure.
The number of laid-off and unemployed is also going up. Poverty issues of urban residents
are ing more visible gradually. With the deepening of the reform of economic
system, the gap between the rich and the poor widens gradually. Some poor citizens
whose interests have been damaged by the reform of economic system may feel resentful
to our society. How to dredge this kind of resentment effectively in order to maintain
social stability and to reach a harmonious world? This problem has attracted more and
more attention from the experts and scholars. The minimum living guarantee for urban
residents was put forward under this situation. This paper analyzed the problems in the
implementation of the minimum living guarantee in Wuhan. And on the base of the result,
it proposed some corresponding counter-measures according to the related theory.
