PURPOSE: Revised Annex V of the MARPOL Convention is enforceable as from 1 January 2013. Under the new requirements, the discharge of all garbage is now prohibited except as specifically permitted in regulations 4, 5, 6 and 7 of that Annex. This reverses the historical presumption that garbage may be discharged into the sea based on the nature of the garbage and defined distances from shore.
