旧城改造是经济和城市发展到一定阶段的产物。**市在改革开放以后,城市经济飞速发展,城市建设速度也大大加快,最近几年城市更新改造和扩建更是以空前的规模和速度展开,但是在取得成绩的同时也出现了一些问题。本文论述了旧城改造的必然性、目的及意义,明确了旧城改造的基本概念,回顾了国内外旧城改造理论与实践的发展,总结了经验和教训。通过对**市旧城改造现状的调查分析,找出了旧城改造过程中存在的问题,并在分析研究问题的基础上,提出了解决**市旧城改造问题的对策。

Abstract
The development of economy and urban leads to the reform of old reform and opening-up,the economy of e into the period of rapid development,it greatly accelerate the pace of urban construction,especially in recent years urban renewal and transforrnation is spread out in the unprecedented scale and ,at the same time of gaining the ess,there are a variety of article discusses the inevitability,the purpose and the significance of the transformation of the old also clear-cut the basic meaning of the transformation of the old city,and reviewed the theory and practice of the transformation of the old city at home and abroad. Meanwhile it summed up the experience and the investigation of the status of the old city of Jiaxing,point up the problems of the transformation of the old city,then propose the measures of resolving the problems of the transformation of the old city of Jiaxing on the basis of the analyzing the problems.

一、引言
中国二十一世纪发展的主题是实现现代化,而城市化是实现中国现代化的一个重要环节。城市是人类社会的汇聚地,是人类政治经济文化活动的中心,城市的发展与人类社会生产和生活方式的进步有着密切的关系。随着我国经济的发展和人口数量的增加,我们的城市却在逐渐老化,功能也相对落后,基础设施不健全、布局混乱、环境恶化等问题正在日益突出。这不仅不能满足现代人快捷、高效的生活需要,而且更是对城市形象的打击性破坏,所以必须对城市进行改造,尤其是对年代久远、功能不健全或丧失的旧城区进行改造。
旧城区是城市的一个重要组成部分,是一定经济发展阶段的必然产物,而旧城改造则是城市发展的新陈代谢过程。通过旧城改造可以完善城市功能,改善市民的居住环境,提升城市形象,满足社会发展的需要。当前我国正进入城市化快速增长时期,如何进行旧城区的更新改
