随着中国住宅商品化发展的不断深入,以及由于经济体制改革的不断深入造成的大量结构性失业,使得城市贫困家庭的住房困难问题日益凸现。在此大背景下,廉租房制度应运而生。本文主要是对大兴市区廉租房制度的探索,通过分析大兴市区廉租房的现状从而来解决大兴市区低收入者的住房困难问题。本文首先根据大兴市区廉租房制度的保障范围过窄,不能有效解决低收入者住房问题,针对性的提出了更具人性化的廉租房制度,扩大了廉租房制度保障的范围;其次根据大兴市区廉租房房源供给有一定困难的问题,对应的提出了增加房源,扩大廉租房住房供应量的完善方案;再次根据大兴市区廉租房建设的资金困难问题,相应的提出了三种新的融资模式;最后根据大兴市区廉租房退出机制不完善的问题,提出了完善廉租房租用与退出机制的相关对策。

Abstract
With the deepening of China's mercial development, as a result of the deepening of economic reform caused a large number of structural unemployment, make the urban poverty family housing difficulties is ing more and more obvious. In this background, low-rent housing system came into being. This paper is low-rent housing system of Jiaxing City to explore, By analyzing the status of low-rent housing in Jiaxing City, to solve jiaxing urban low-e housing difficulties. First,Jiaxing city under the coverage of low-rent housing system was too narrow, can not effectively solve the problem of low e housing, to focus on a more humane system of low-rent housing, expanded the scope of protection of low-rent housing system; Secondly,according to expand the supply of jiaxing city low-rent houses has been difficult problem, proposed to increase the availability of the corresponding, expand the low-cost housing supply perfect plan; Again,according to the construction of jiaxing city low-cost funding problems, corresponding proposed three new financing mode; Finally, according to exit mechanism Jiaxing imperfect urban low-rent housing problems, improving the low-cost rent and exit mechanism of related countermeasures.
