在市场经济条件下,如何解决城市中低收入家庭和贫困家庭的住房问题,关系到整个社会的稳定和经济的健康发展。本文以嘉兴市为例,对嘉兴地区经济适用房的建设情况、管理政策以及政策的实施进行分析,找出在经济适用房制度实施过程中存在的主要问题,诸如管理体系不完善、覆盖面不广、地理位置偏僻、审核把关难等问题。在此基础上,参考经济较发达地区的成功案例,总结其经验教训,探讨怎样建立一个能够切实解决中低收入和贫困家庭住房的经济适用房制度以及如何使之行之有效,具体的对策在论文正文都有较明确的阐述,主要是从完善管理体系、扩大保障范围、合理配置建设、严格准入审核机制等六个方面入手。
