在回顾土地流转制度变迁以及农村土地流转模式的相关文献的基础上。首先,本文提出嘉兴“两分两换”土地流转制度的实施背景,介绍嘉兴“两分两换”土地流转制度的内容。其次,本文运用经济学相关理论思考嘉兴“两分两换”土地流转制度。尽管嘉兴“两分两换”土地流转制度使农村土地流转市场化,这是原来禁止土地流转的一种帕累托改进,但其效率缺失也是显而易见的。再次,本文分析嘉兴“两分两换”土地流转制度实施过程中存在及需要解决的资金需求量大、平衡困难问题,宅基地置换与预期有差距问题,土地流转及后续招商困难问题,被征地农民就业困难问题。最后,本文针对上述存在的问题,提出一系列的解决对策。

ABSTRACT
In reviewing the land transfer system changes and rural land transfer patterns based on relevant documents. Firstly, the paper puts forward the implementing background of land transfer system of Jiaxing which called “Liang Fen Liang Huan”, and then introduce its main content. Secondly, the paper analysis it with some relative economic theories. Although it makes the transfer of rural land market, it’s a kind of Pareto improvement of the originally banned land transfer, but it lacking efficiency is obvious. Thirdly, the paper analysis the problems existing and should be solved during the implementing process of it. For example, the demand of capital is large and difficult to balance、the replacement of homestead is different from the excepct、the land circulation and subsequent investment promotion problems、landless peasants employment problems. Finally, based on the existent problem mentioned above, this paper put forward a series of corresponding solutions .
