土地制度对于一个国家的经济和政治制度具有很重要的影响。制度的本质是协调不同主体在追求自身经济利益过程中形成的利益关系的行为规则。当潜在利润大于新制度的交易成本时,新的制度安排就会出现。土地制度问题一直是中国传统社会历史演变的主题,制度变革对农民土地权益的实现和农业发展起着重要的推动作用,也是我国在新时期解决“三农”问题的主要抓手。
嘉兴市在实行“两分两换”时,随着农村劳动力的转移和农村产业结构的调整,维护农民的合法权益,保障农民的土地流转权,是关系农业发展、农民增收以及农村稳定的大事。本文主要从嘉兴市“两分两换”实施的基本情况入手,来探讨“两分两换”对农民利益的影响问题,重点是分析和论述农民利益变化的状况及由此形成的问题。在此基础上,运用有关理论进行分析,探究其产生的原因及应对措施。

ABSTRACT
Land system has an important impact in regarding to a country's economic and political system. The nature of the system is a conducting rule of interest for different subjects to do the cooperation when they are pursuing their own economic interests. When the potential profit is greater than the transaction costs of the new system, the new institutional arrangement will appear. Land system has been the subject of evolution of the traditional history of China. The institutional change has played an important role in promoting the agricultural development and famer’s right for their lands, it was also resolved the main problem of "San Nong" in the new era of China.
"Two for Two" pilot project has been launched, and it has a positive result, the impact was also across the country. However, when this project has been implemented in Jiaxing, along with the transformation in rural labor force and adjustment of industrial structure, it is imperative to do the land transfer. Nevertheless, the staff from some places was not pay attention to protect of the farmer’s legitimate rights and their interests. It is the big issue for agricultural development, payment increase and the rural stability by guarantee farmer's basic rights to land. Farmers began to face the problem of lacking of social security, so it is necessary to resolve the social security problem for farmers.
This article is mainly focus on the basic information of "Two for Two" project in Jiaxing, as well as to explore the impact of this project on farmers' interests. I will analyze and discuss the change of peasant interests and the
