中文摘要
目的:运用定性、定量相结合的科学研究方法,研究和开发一套适合成都市社区
卫生服务机构的绩效测评体系,以此进一步促进社区卫生服务机构的科学化、规
范化建设。
方法:采用文献分析法、专题小组讨论法构建了测评体系框架;利用文献分析法、
Delphi 法、专题小组讨论法、现场测评确定测评体系的指标体系,并利用 Delphi
法、综合平衡权重法确定了指标权重;使用现场实测法、统计分析、问卷调查法
等检验测评体系的信度与效度、实用性。
结果:通过文献分析、Delphi 法、专题小组讨论、现场测评等,建立了成都市社
区卫生服务机构绩效测评体系,其中一级指标 4 个、二级指标 14 个,三级指标
63 个,并确定了绩效考核方法。通过对某某区的实测,检验出本测评体系信度
与效度较高,实用性较好。
结论:为成都市卫生行政部门提供了一套适合成都市社区卫生服务机构的绩效测
评体系。该体系会随着社区卫生服务的发展而不断发展。

Abstract
bined qualitative with quantitative research methods, a performance
evaluation system munity health service institutions in Chengdu was
established to further promote scientific and normative construction for the
community health service institutions.
Methods:Historical documents and focus group discussion were adopted to construct
framework of the performance evaluation system. Historical documents,Delphi
methods,focus group discussion, and field appraising were used to confirm the index
system. Delphi methods,and weight of overall balance were used to identify the index
weight. Field appraising,questionnaire survey and statistical analysis were employed
to testify reliability, validity, and practicability of the performance evaluation system.
Results:With the methods of historical documents,Delphi methods,focus group
discussion,field appraising, et al ,a performance evaluation system,with four primal
index,fourteen secondary index,sixty and three tertiary index,was constructed.
Furthermore, practical usage of the system was identified. Field appraisal in one
district proved that the performance evaluation system has good reliability、validity
and practicability.
