农村贫困人口医疗救助制度研究

随着社会经济的迅猛发展各种社会矛盾日益凸现农村贫困人口的医疗救助问题
便是其中之一。因病致贫、因贫致病、贫病交加的恶性循环不仅给农村贫困人口带来了
沉重的心理和经济负担而且也成为影响社会稳定的重要因素。医疗救助制度的发展与
国家经济建设紧密相关,同时也是医疗体制改革的重点和难点,这一问题已经引起了各
级政府的广泛重视和关注。贫困人口医疗救助制度是我国农村医疗保障制度的组成部
分。医疗救助是政府通过提供资金、政策和技术上支持,或社会通过各种慈善行为,对
因患病而无经济能力治疗的贫困人群实施专项帮助和经济支持的一种医疗保障制度。辽
宁省政府自从建立医疗救助制度以来就一直在为建立、健全此制度而进行努力,但随着
政策的推进仍就出现了很多问题。
文章共分五个部分,第一章为引言,论述了选题的背景和意义、研究的内容和文章
的研究方法及创新点。第二章论述了医疗救助的相关理论以及国内外的医疗救助研究综
述。第三章对国外的医疗救助政策进行了系统的分析,并结合我国农村医疗救助制度的
实施现状,分析了我国要健全农村医疗救助应该借鉴的地方。第四章以朝阳农村为例,
深入分析农村地区医疗救助的实施情况,总结出我国农村地区医疗救助制度存在的问
题。第五章对进一步完善农村医疗救助体系建设提出了展望。
文章运用了多种研究方法,首先是文献综述法,文章通过对理论与实践、国内外医
疗救助的相关文献进行比对分析,为全文提供了理论基础。其次是定性资料分析法,通
过分析我国农村贫困人口的医疗救助制度的实施现状以及医疗救助运行中出现的问题
提出解决策略。最后是政策评估法,在分析国外医疗救助制度的同时,分析了我国医疗
救助的现行体制,总结出我国在发展医疗救助时应该借鉴的地方。
由于在中国,农村与农民问题是发展社会经济、调节社会矛盾从而保持公平与效率
的重点,而发展农村医疗救助制度又是一个漫长而艰难的过程,所以我们要循序渐进的
对农村医疗制度进行改革,同时根据不同的情况制定不同的政策,使农民真正“病有所
医”。

Abstract
With the rapid development of the society economy, various social contradictions e
increasingly prominent and the medical assistance issue of the rural poor is one of them.
Impoverished by hospitalization, illness due to poverty, Poverty and ill health is the vicious
cycle of poverty-stricken population in rural area. And it does not only bring a heavy
psychological and economic burden, but also e an important factor affecting social
stability. The development of medical assistance system and national economic construction
and closely related, which is also the focus difficulties of the health care reform. And that
issue has aroused great attention from all levels of government. The system of poverty
medical assistance is a part of the medical care security system in rural areas in China.
