摘要
随着经济全球化的日益深入和信息技术的迅猛发展,服务全球化趋势越来越明显,服
务外包成为国际分工和国际产业转移的一种新形式。目前河北省正紧跟全球发展潮流,
大力发展服务外包,这对于全省优化产业结构、转变经济增长方式、提升河北省企业参与
国际竞争的能力、拓宽就业渠道、实现服务业跨越式发展都具有重要的推动和促进作用。
面对新的挑战与机遇,河北省各级政府不断加大服务外包产业的发展力度,勇于进取。
本文针对河北省现状,对宏观及微观外包影响因素进行了系统的分析。首先介绍了实
证方法,灰色关联度理论,论证了方法的可用性。根据灰色系统理论公式,通过计算得出
结果,影响服务外包收入的因素主要包括:相关的科研经费投入量、通讯设施科技水平、
基础设施完善程度、人才结构等等。同时也运用了分析方法,较为详细的分析了河
北省发展服务外包产业所具有的优势、劣势、机遇和威胁。
河北省的服务外包产业应当从硬件上改善投资的环境,也要改善投资的软环境,通过
法律制度制定安排,实施政策倾斜,拓宽外商投资领域,加速河北省产业结构的优化升级。
主要提高教育水平,完善基础设施,拓宽融资渠道,放宽产业政策,开发人力资源,提高
企业创新能力,重点扶持规模效益。

ABSTRACT
Service globalization is more and more obvious with the world economy increasingly deep
and the rapid. Service outsourcing e a new form as the international division of labor and
international industrial transfer. Now Hebei province is following the current global trends and
is ready to develop the service outsourcing. These will be optimize the industrial structure,
transforming the pattern of economic growth, ascending Hebei enterprises to participate in the
petition ability, widening employment channels, realizing great-leap-forward
development service, then promote and promote the development of Hebei province. Facing
new challenges and opportunities, Hebei province government entities at all levels rising
service outsourcing industry development dynamics, enterprising spirit.
Aiming at the present situation in Hebei province, on macro and micro outsourcing
influence factors of the system are analyzed. Firstly introduces the empirical methods, gray
