我国农村人力资本投资中健康投资的问题研究

摘要
健康是人类永恒的追求,在我国广大农村地区,健康投资这一有助于
增加人们健康存量、振兴农村经济、维护农村社会发展和稳定大局的大事,
长期以来没有得到人们足够的重视。广大农村居民既没有健康投资的意识,
也没有健康投资的常识,更没有健康投资的能力。农民健康存量的下降,
导致包括其他人力资本投资形式在内的所有投资收益率的下降,还导致农
民就业能力的迅速下降,农村社会中不稳定因素增加,进而使得农村地区
乃至全国的经济发展都受到严重影响。
本文从健康的内涵入手,通过对健康投资的内涵、健康投资的特性以
及健康投资作用的阐述,突出了我国农村地区健康投资的重要性。并通过
对我国农村地区健康投资现状的分析,发现我国农村地区健康投资状况不
好主要体现在:健康投资的资源配备不足、主体比例失衡以及水平差异巨
大。而导致这一现状的原因,主要有以下四方面:意识方面的原因、经济
方面的原因、人才方面的原因和医疗保障方面的原因。结合所分析的原因,
本文从进行健康教育、增强经济实力、培养农村医疗人才、建立农村合作
医疗等四个方面,提出了一些有助于提高我的合
理化建议。比如加强对农村妇女的健康教育,增强农民、集体、国家的经济
实力,加大对农村赤脚医生、现有医疗人员的培训和激励,因地制宜地开展
多种新型农村合作医疗等等。

Abstract
Health is the most important thing in one’s life. For a long time, in
our rural region, the health investment which is beneficial to increase
people’s stock of health, develop the rural economy, support the
social development and stabilize the general situation, did not be
emphasized enough. Most residents have no consciousness of the
health investment, mon sense of the health investment; even
have no ability of investing in health.
The descent of the resident’s stock of health, causes the descent
of all investment’s rate of return, causes the unsteady factors of rural
society increasing. Most importantly, it also exercises serious
influence on rural regional even the national economy development.
This mences from the health’s meaning, by elaborating
the function of health investment, outstanding the importance of
health investment in rural China. From analyzing the present
condition of health investment in rural China, it also discovers the
reason causing this condition .That is consciousness factor, money
factor, the talent factor and medical security factor.
Combining the reason analyzing, this text puts forward some
suggestions which are beneficial to increase the level o
