基于效率工资理论的旅游企业工资制度及其影响研究摘要旅游业是战略性产业,资源消耗低,带动系数大,就业机会多,综合效益好。改革开放以来,旅游业快速发展,产业规模不断扩大,产业体系日趋完善。当前我国正处“十二五”全面建设小康社会的关键时期,是深化改革开放、加快转变经济发展方式的攻坚时期,也是我国旅游业培育国民经济战略性支柱产业的黄金发展期和建设人民群众更加满意的现代服务业的转型攻坚期。旅游业的发展有许多有利的条件,但也面临挑战。“一流资源,二流开发,三流服务”的状况却依然严峻,旅游投诉连年递增,严重损害了我国和谐社会建设,影响旅游行业的健康发展。而导致旅游行业从业人员素质与服务水平低下、旅游者权益频遭侵害的根本性原因之一是大量基层旅游从业人员薪金过低,难以保障其基本生活水平,同时也不能补偿他们在工作中付出的体力与脑力劳动。这也正是旅游研究者必须正视和努力解决的重大现实4>问题。针对目前我国旅游企业员工工资普遍低的情况,迫切需要一种新的制度来改变这种状况,因此在旅游企业实施效率工资具有重大的战略意义,不仅符合旅游业发展的“两大战略目标”,也符合国家“十二五”规划中的工资改革方针,在旅游企业实施效率工资,还可提升其自身的竞争优势。制度经济学理论认为,一项制度创新将带来一系列的相关创新与改变,旅游企业效率工资制的引入,也必将对我国旅游业带来多方位的重大改变。关键词:效率工资理论;旅游企业;低薪;影响研究 I
基于效率工资理论的旅游企业工资制度及其影响研究 Abstract Tourism is a strategic industry, low resource consumption, strong driving coefficient ,more employment opportunities, prehensive benefits . Since reform and opening, tourism qucickly developed, industrial scale expanding , industrial system Increasingly sophisticated . At present China stayed in the period of twelfth; Five-Year Plan;, which is a critical period of building a moderately prosperous society ,deepening the reform and opening up ,accelerating the transformation of economic development .It is also a golden age which China's tourism industry is a strategic pillar industry of national economy and a transformation period which construct a morden service industry people more satisfied with . There are many favorable conditions during the development of tourism, but also faces challenges. The situation of ;First-class resources, Second-class development, Third-class service; is still grim, plaints year after year, seriously damaged the building of a harmonious society in China, affectted the healthy development of the tourism industry.
