企业业务流程外包决策影响因素及实证分析

摘要

IT 外包如今已经成为企业管理者用来提高竞争力的重要手段。作为比 IT 外包更先进
的管理手段,业务流程外包(BPO)也受到了越来越多的关注,而 BPO 也会成为信息技术
服务发展的下一个方向。
虽然国内外的相关学者都对 BPO 寄予了浓厚的兴趣,也进行了不少研究。但是,当前
的研究成果比较多的还是传统信息系统外包方面的内容。如何保证企业通过业务流程外包
可以获得预期的结果,企业正确选择是否采用业务流程外包是非常关键的一步。而有关企
业作出该决策要受到那些重要因素的影响,当前业务流程外包研究很少涉及,且多集中在
某个单一方面,如有的文章从动机方面分析了影响企业作出业务流程外包的因素,也有的
从风险方面进行分析。
因此,本文从多个维度对企业业务流程外包决策影响因素进行了分析,并进行了实证
研究。首先针对当前业务流程外包定义混乱的情况,在前人研究的基础上,给出了自己的
定义,并将其与传统 IT 外包进行了区分。然后结合交易成本理论、核心竞争力理论以及
组织柔性理论,从多维度视角分析了BPO 决策影响因素。最终得出企业业务流程外包影响
因素分为期望、风险以及外部环境三个方面,共计十四个因素。最后通过相关调研获得实
证数据,结合层次分析法(AHP)以及模糊综合评价法(FCE)构建了 BPO 决策影响因素模
型。
本文建立 BPO 决策定量模型,不仅是为了帮助企业更好的作出是否采用 BPO 的决策,
也期望可以帮助企业从 BPO 中获得更大的效益。

ABSTRACT

Information technology (IT) outsourcing has been one of the critical issues anization
management. Business process outsourcing (BPO) is an advanced type of IT outsourcing,
which will be the next big wave in information technology services.
Nevertheless, since prior studies have only examined issues related to traditional IS
outsourcing. It’s a serious factor for the ess of BPO that make the right decision of BPO
adoption, there have been few researches that introduce and discuss the important factors that
should be considered in the decision of BPO adoption. Few researches about the influencing
factors of BPO adoption focus on just one perspective, for example, motivation or risk.
This paper proposes a exact definition of BPO and distinguish it to the traditional IT
outsourcing fist. Then identifies multi-dimension factors affecting the BPO decision based on
the transaction cost theory, petence theory anizational flexibility theory, and
