基于 DEA 方法的中国民航运输业效率研究

摘要

民航运输业是国民经济的重要基础产业,是综合交通运输体系的有机组成
部分。随着民航强国战略的提出和逐步推进,我国民航运输业发展速度非常迅
猛。然而结合我国民航运输业投入和整个市场运行状况我们可以发现这个产业
还存在很多问题,政府管制、企业经营能力差、整个行业面临的竞争压力大都
严重影响了民航运输业的效率,所以对民航运输业的效率进行分析具有重要的
理论和实践意义。
本文综合运用西方经济学、产业经济学中相关的效率理论和观点,首先采
用产业组织理论的 SCP(Structure-Conduct-Performance)分析范式对中国民
航运输业发展现状进行分析;其次采用数据包络分析方法对我国民航运输业的
效率进行了实证分析,实证结果指出:我国民航运输业在发展过程中很多年份
出现了无效率的情况,但整体趋势是上升的。在对五个航空公司的效率对比分
析中发现,在五年间国航和东航的规模报酬不变,南航处于规模报酬递增的状
态,而海航和上海处于规模报酬递减的状态。
最后在总结和借鉴国外民航运输业改革的基础上,从政府、行业组织和企
业三个方面提出改善我国民航运输业效率的政策建议,以期为提高中国民航运
输业的效率提供理论支持和实践指导。

Efficiency Using Data Envelopment Analysis

Abstract

The civil aviation shipping industry is the national economy important basis
industry and is position part of synthesis transportation system.
With statement and gradual advancement of civil aviation powerful nation strategy,
the development speed of our country’s civil aviation shipping industry is swift and
violent. The civil aviation shipping industry still has many problems judging by the
input of civil aviation shipping industry and its market conditions. The government
regulation, the enterprise business capacity difference and the pressure of
competition mostly serious influence the efficiency of civil aviation shipping
industry, therefore carrying on the analysis to the civil aviation shipping industry's
efficiency has the important theory and the practice significance.
This article use the correlated theories and standpoints of Western Economics
and Industrial Economics, first the anization theory
"structure-conduct-performance" analytical framework is used to analyze present
development situation of Chinese civil aviation shipping industry; and then Data
Envelopment Analysis(DEA)input-output mode
