北京市低收入居民住房保障问题研究

摘要
住房保障制度是社会保障制度的重要组成部分,它在政府解决由住房引起
的社会问题的过程中得以形成。建立住房保障制度既是住房商品自身特性的必
然要求,同时又是解决相关的社会政治问题,增进社会公平,维护社会安定,
促进社会经济健康稳定发展的重要手段。近几年以来,北京市住房市场房价涨
幅加大,中低收入家庭相对高昂房价显示出较低的支付能力,难以直接从市场
解决住房问题,需要通过政府保障途径才能够满足居住和住房条件改善等需求。
北京市原定以经济适用房和廉租房是为主要的住房保障制度,自政策出台后,
解决了部分低收入家庭居住问题,而在执行过程中,出现了许多违背制度初衷
的现象。例如,经济适用房供应量有限,购买者中非实际的中低收入家庭,住
房公积金能否补偿住房消费等诸多问题。本文立足于当前北京市低收入居民住
房保障政策实施的现状,深入分析了这一政策实施中存在的问题及原因,并就
进一步完善北京市低收入居民住房保障政策提出了相应的对策和建议。全文分
为个部分,第一部分是绪论,主要是本文研究的背景、研究现状及部分重要
概念的界定。第二部分是低收入居民住房保障的理论基础。第三部分是北京市
低收入居民住房保障政策实施现状。第四部分是北京低收居民住房保障中存在
的问题及原因分析。第五部分是北京市低收入居民住房保障的现实条件,这个
部分是本文的创新内容之一。第六部分是对策和建议。第七部分是本文的结论。

ABSTRACT

The House Social Security Institution, es in the process of when the government
solve the social problems caused by housing, is an important part of the Social Security System. To
establish a house security institution is not only the needs of the characteristic of housing
merchandise itself but an important method, solving the related social and political problems,
promoting social fair, keeping the social stability and accelerating social economy develop steadily
and healthily. The housing is a basic condition for the existence of mankind. Along with the
progressing of the housing realm, perform a basic role in allocating housing resource. Because that
there exists market failure, the middle and lower e stratums usually show insufficient paying
ability. As for them, without the help of government, it is impossibly to resolve the living problem
or improve their living conditions. The economic and suitable house and subsidiary rental house are
ponents of the current urban housing social security system in Beijing, and have
settled part of middle and low e families' housing problems. But many unexpected
phenomena appeared during the process, showing that the housing guarantee system has
