太原市廉租住房制度实施中存在的问题及对策研究

摘要
随着人们生活水平的不断提高,住房作为一种最基本的生活必需品,越来
越受到人们的重视。然而,在我国目前市场经济条件下,低收入住房困难家庭
单纯依靠市场无法解决住房问题。廉租住房问题既属于经济问题,又属于社会
问题。廉租住房制度就是以其自身所拥有的能有效解决低收入住房困难家庭住
房问题的优点,受到广泛的关注。因此,构建并完善廉租住房制度是实现居住
权的必然要求,是解决低收入群体住房问题、落实以人为本、关爱弱势群体的
重要举措。对于深化住房制度改革、解决低收入住房困难家庭的住房问题具有
重要意义。
本文从廉租住房的制度概况入手,从廉租住房制度的基本理论出发,分析
了廉租住房制度的内涵和特征。通过对太原市廉租住房制度实施现状的分析,
提出在实施过程中存在的问题,并做出了相应的原因分析。最后结合太原市的
现实情况,提出了相应的完善太原市廉租住房制度的措施和建议:扩大廉租住
房制度覆盖面;通过多种途径解决廉租住房房源问题;采取多种方式拓宽廉租
住房建设资金来源;提高廉租住房选址的科学性;健全廉租住房制度相关的法
律法规;建立居民收入核对系统等。希望对太原市政府相关部门解决低收入住
房困难家庭的住房问题提供一定的依据。

Abstract
With the continuous improvement of people's living standard, housing as basic necessities of
life, more and more attention has been paid. However, in our current market economy conditions
rely solely on the market; low-e households can not solve the housing problem. Low-cost
housing issue has not only an economic issue, but also a social issue. Low-rent housing system
received wide attention is owned by it can effectively solve the housing problems of
low-e .Therefore, build and improve the low-rent housing system is to achieve the necessary
residency requirement is to solve the housing problems of low-e groups to implement
people-oriented and an important measure care of vulnerable groups. It has great significance for
deepening the reform of housing system to solve the housing difficulties of low-e families,
housing problems.
From the system of low-rent housing situation and the basic theory, this paper analyzes the
connotation and characteristics of low-rent housing. Based on the current status of the system of
low-rent housing in Taiyuan city, analyzes on the problems existing in the process of
implementation, and makes the corresponding causes analysis. Finally, based on the reality of
