摘要
改革开放以来,我国的经济与社会得到迅猛发展,同时社会在生产关系、
产业结构、社会阶层、价值观念等方面也都发生了巨大的变化,社会各阶层之
间的贫富差距不断加大,社会矛盾日趋尖锐,社会冲突时有发生。尤其是占我
国人口的残疾人,大多数家庭贫困,生活艰难,成为社会群体中最迫切需
要政府和社会关心的一部分。大力发展残疾人事业,维护残疾人的合法权益,
为残疾人切实提供他们急需的救助,不仅关系到千千万万个家庭的幸福,更关
系到社会的稳定。因此,近年来,我国政府越来越重视发展残疾人事业,制定
了许多专门的优惠政策,投入了大量财力物力,通过全国各地相关政府部门和
残疾人联合会机构的共同努力,取得了较为显著的成效。
但是随着我国市场经济的深化,单纯依赖国家财政扶持的社会福利机构逐
渐陷入了入不敷出的困境,集中安置残疾人就业的社会福利企业在激烈的市场
竞争中步履维艰,无法为更多的残疾人提供集中照顾和工作机会,使得大多数
残疾人不得不向身边的家属、亲友和所在的社区寻求帮助。因此,扎扎实实地
做好基层社区残疾人工作,为残疾人提供方便、及时的社区服务就显得尤为重
要。同时,残疾人事业进社区成为当期我国残疾人事业发展的必然趋势,国内
各地也都在进行各种有益的尝试和探索。作为一项新生事物,残疾人事业进社
区在发展过程中也遇到了许多困难。
党的十六大以来长治市在城乡统筹和社会主义新农村建设中取得了重大
进展但由于各区县的经济发展不尽平衡如何进一步完善农村残疾人社会服务
体系将成为长治市贯彻十七大精神推进城乡一体化过程中亟待解决的重要问
题。笔者以第二次全国残疾人抽样调查数据为基础结合长治市统计局长治市
残联长治市民政局的相关数据以及实地调研资料对长治市农村残疾人的社
会服务制度进行了研究。

Abstract

Since the economic reform in China, great changes have happened in social&economic areas.
Meanwhile, great changes also happened in production relation, industrial structure, social strata,
and the values of people. Thae gap between the rich and the poor is widened, social disputes and
sharpened, social clashes occur not infrequently. Many people, particularly the disabled, which
makes up % of the total population struggling in poverty, need the support &attention from our
government and society urgently. The development of the social welfare for the disabled, relates not
only to the well-being of thousands of families, but also to the stability of society. In recent years,
more importance has been attached to the cause of the social welfare for the disabled. Many
preferential policies were passed, large sums of money and goods were given to the disabled, great
progress has been achieved with bined efforts of local governments anizations for
the disabled.
