山西省灵活就业人员医疗保险研究

摘要

随着中国传统的全日制就业形式的转化,灵活就业逐渐成为一个重要的就
业渠道。目前规模庞大的灵活就业人群已成为社会的弱势群体这一群体的社
会保障问题已成为中国社会保障体系所面临的一个严峻问题而医疗保险作为
最需要的保险问题更为突出。
本文共分为六个部分,第一部分运用文献分析法获取理论资料,说明对山
西灵活就业人员医疗保险进行研究的意义和理论依据。第二部分结合山西现行
医疗保险政策,从二元经济结构决定医疗二元性的角度,分析目前山西灵活就
业人员医疗保险的处境,提出应该建立适合这个人群的医疗保险。第三部分运
用典型调查法获取数据,分析山西省灵活就业人员医疗保险现状,发现主要有
以下问题:参保逆向选择、政策限制条款多、待遇水平较低、服务不完善和参
保率低等。第四部分在深入分析问题的基础上,借鉴其他地区的先进做法。首
先对国内存在的做法进行分类:将灵活就业人员直接纳入城镇职工医疗保险体
系或者农村医疗体系、双低模式和综合保险模式,并分别对代表地区进行论述。
介绍综合保险在上海和成都的实施,具体体现在覆盖范围、待遇、及两地医疗
保险水平差异等方面。分析列出综合保险实施中比较先进的管理手段。第五部
分重申完善山西灵活就业人员医疗保险制度的必要性。提出完善灵活就业人员
基本医疗保险的建议:理顺灵活就业人员基本医疗保险的基本思路;拓宽灵活
就业人员医疗保险基金的筹资渠道;改善灵活就业人员基本医疗保险的管理手
段。最后列举山西灵活就业人员医疗保险配套改革,首先是最基本的灵活就业
人员平等的就业权利;其次是建立维护灵活就业人员医疗保险权益的保障体系;
最后是构建合理的户籍管理体系户籍制度。

Abstract

With the change of traditional Chinese form of full-time employment , flexible employment
has gradually e an important channel of employment. Nowadays they have e a
vulnerable group. Social Security of them has e a serious question Chinese social security
system faces .It is medical insurance the most prominent problem of insurance.
This article is divided into six parts. Use literature analysis to obtain the theoretical
information of the significance of research and theoretical basis the Shan xi medical insurance of
flexible employment In the first part. In Part II ,bination of the existing medical insurance
policies in Shan xi Province, analyze the current staff of Shan xi flexible employment situation of
medical insurance from medical perspective of the dual economic structure duality decides, It is
suggest that to set up to medical insurance which fit the crowd well. In Part III , with investigation
of the use of a typical data acquisition, analyses the flexible employment medical insurance status
