太原市灵活就业人员基本医疗保险制度分析与评价

摘要
随着我国经济体制的转轨和经济结构的调整,我国的就业方式发生了显著
的变化,灵活就业规模不断扩大,并且成为我国扩大就业和解决下岗失业人员
再就业的重要渠道。随着灵活就业的发展,灵活就业人员规模迅速扩大,灵活
就业人员的社会保障问题也日益突出。灵活就业人员具有劳动关系非正式化、
收入不稳定和流动性大等特点,针对这些特点,在城镇职工基本医疗保险制度
的基础上出台了灵活就业人员基本医疗保险制度。
太原市灵活就业人员基本医疗保险制度年月正式启动,经过几年
的运作,各方面工作都取得了良好的成效,然而制度在运行中也暴露出许多缺
陷,目前太原市灵活就业人员基本医疗保险制度还需要在很多方面加以改善和
规范。为深入了解太原市灵活就业人员基本医疗保险制度运行状况,笔者与太
原市医疗保险中心工作人员进行了座谈并做了问卷调查,运用这些资料对太原
市灵活就业人员基本医疗保险制度的内容进行了分析评价,并总结了制度运行
中的成绩与存在的问题。
本文从灵活就业和灵活就业人员的基本情况入手,首先阐明灵活就业人员
基本医疗保险应有别于城镇职工基本医疗保险。接下来从在太原市医疗保险中
心了解到的灵活就业人员基本医疗保险政策出发,介绍了灵活就业人员基本医
疗保险制度的具体内容以及近年来的运行状况。之后结合于年月月
做的问卷调查,对太原市灵活就业人员基本医疗保险制度内容从缴费基数和缴
费率、保险待遇、保险关系的转移接续和大病医疗保险的规定四方面进行了详
细的分析和评价。最后,总结了太原市灵活就业人员基本医疗保险制度运行的
成效和问题,并从政策、制度和管理三大方面提出太原市灵活就业人员基本医
疗保险制度未来发展的相关建议。

Abstract
In pace with the reform of our economy system and the restructure of the
economy structure, the employment pattern in our country has taken great changes,
the scale of the flexible employment gets bigger and bigger, meanwhile, the flexible
employment has e a very important way for expanding employment and
resolving the re-employment of the laid-off people. The scale of the flexible
employees expands in a short time and the social security problems of the flexible
employees has e apparent day by day. The flexible employees has many
features, such as the informal labor relationship, the variable employment form, the
instable e and so the light of these features, the basic medical insurance
system for the flexible employees has been published in the basic of the basic
medical insurance system for urban working people.
