我国养老服务保障的政府职能研究

摘要
老有所养始终是人类关注的重要问题。我国已经进入并将长期处于老龄社
会,同时由于社会转型、政府职能转变、家庭养老功能弱化,为老社会服务的
需求迅速膨胀。但为老服务业发展严重滞后,难以满足庞大老年人群,特别是
迅速增长的“空巢”、高龄和带病老年人的服务需求。其他生活照料、精神慰藉
等许多为老服务也都存在发展缓慢的问题,不能满足老年人群日益增长的需求。
随着经济社会的发展,传统的家庭养老模式逐渐纳入到政府视野。政府在养老
服务保障制度的设计、执行、控制等环节中发挥着重要的职能作用。研究政府
在养老服务保障体系中的职能定位,是解决目前我国养老服务供需矛盾的重要
环节。
本文着重探讨政府在养老服务保障体系中的职能定位,主要分为四部分:
第一部分界定了养老服务保障和政府职能的相关概念,并阐述了两者之间的关
系;第二部分总结了我国和美国政府在养老服务保障中的现行职能,概括了美
国对我国的启示;第三部分运用社会学分析了政府在养老服务保障中的职能定
位,运用经济学从社会保障水平和养老服务模式方面寻求解决养老服务供需不
平衡矛盾的途径,分析政府对养老服务保障体系支持的效果,运用信息学、管
理学、特别是博弈论的相关理论研究提高政府管理效率的办法;第四部分运用
系统论、信息论、控制论等知识,从目标、流程、组织等方面设计了我国政府
在养老服务保障中的相关职能。希望能对完善我国的养老服务保障制度起到微
薄之力,使所有的失能老人都能得到适当的服务照料,安度晚年。

Abstract
The aged care is the important question which throughout the
humanity pays attention. Our country already entered and will be in the
older society for a long time, because simultaneously social reforming,
the government functions transforming, the function of family care older
attenuating, inflates rapidly for the old social service's demand. But for
the old service industry development serious lag, satisfies the huge old
crowd with difficulty, specially explosive growth “spatial nest”, advanced
age and in spite of one's illness senior citizen's service demand. Other life
care, the spirit console and so on many to always to serve also have the
development slow problem, cannot satisfy the old crowd day by day
aggregate demand. Along with economic and society development, the
traditional family care older integrates gradually to the government field
of vision. The government is playing the important function in the aged
service security system design, execution and control. The research of
government function localization in the aged service security system, is
the important link to solve the supply and demand contradictory of the
service for the aged at
