摘要

贫困是一个世界性难题,也是人类面临的最严峻挑战之一。为此,联合国
把每年的 10 月 17 日确定为“国际消除贫困日”。残疾人是当代社会中的一个特
殊群体,城市贫困是中国现代化转型时期出现的重大管理问题。研究贫困与城
市特殊群体的关系有助于深化人类对贫困的认识。虽然减少贫困始终是人类追
求社会正义和社会平等的理想,但是贫困至今仍在世界很多地方普遍存在。贫
困加剧了残疾人与健全人的差距,这些差距使残疾人处于不利地位,阻碍了残
疾人的发展。研究中国城市残疾人贫困问题对制定残疾人社会救助制度的完善
具有重要的理论和现实意义。
从城市转型期视角入手,以太原市城市领取低保金的贫困残疾人家庭作为
调查对象进行研究。分析了城市贫困残疾人生活中的实际困难,救助制度的缺
陷。他们处在社会最底层,靠自身力量无法摆脱其经济上的低收入性、生活上的
贫困和承受力上的脆弱性这一格局。并针对我国城市残疾人的救助制度存在的
问题,提出救助我国城市贫困残疾人的对策。笔者认为对残疾人社会保障事业
特别需要转换理念,以最低社会保障制度为核心,完善优惠照顾政策。笔者强
调,残疾人社会保障事业发展的当务之急是加大财政性投入、扩大残疾人社会
救助资金,促进残疾人合理分享国家发展成果。

Abstract
Poverty is a international problem and a big challenge that human is
faced with. Therefore October 17th is be determined “International
Poverty-Elimination Day” by the United Nations. The handicapped is a
special group of city in contemporary society. The city poverty is the
major management problem in China's modernization transition period.
Research on poverty and the relationship between the cities special
groups help understanding of human poverty deeply. Despite the reduction
of human poverty has always been the pursuit of social justice and social
equality ideal, but poverty is still generally existed in many parts of the
world. Poverty aggravated the gap between the disabled people and the
healthy people. These gaps make people with disabilities be at a
disadvantage, and hinder the development of persons with disabilities . It
has important theoretical and practical significance in improvement of
Chinese cities on the development of the disabled people with the problem
of poverty social assistance system .
From the angle of city in transition, the study is begun with an
investigation of poor city disabled families living on minimum government
