灵石县新型农村社会养老保险试点问题研究

摘要

新型农村社会养老保险称为“新农保”,是继取消农业税、农业直补、新
型农村合作医疗等政策之后的又一项重大惠农政策。采取个人缴费、集体补助
和政府补贴相结合,其中中央财政将对地方进行补助,并且会直接补贴到农民
头上。新农保的实施是国家完善农民社会保障体系中很重要的一个环节,这对
于农民来说是从未有过的好事。
本文对灵石县新型农村社会养老保险试点的情况进行了调查研究,在调查
研究后发现了新型农村社会养老保险还存在着一定的问题,如农民的参保意识
差、养老金待遇水平低、财政补贴不合理、养老基金保值增值难等。这些问题
的存在在很大程度上影响着灵石县新型农村社会养老保险试点的实际效果,也
会影响到未来新型农村社会养老保险的推广。
通过对农民的实地调查,在借鉴国外农民养老模式的基础上,本文对完善
灵石县新型农村社会养老保险提出了一些政策建议,要完善目前灵石县的新型
农村社会养老保险必须采用多种方式提高农民参保的积极性、完善新农保的筹
资机制、增强农村养老保险基金的保值增值、引导商业保险介入农民养老的保
障体系。期望通过这些措施的实行,能够使灵石县新型农村社会养老保险试点
步入良性循环的轨道,也能够为中国农村养老保险的开展探索出一条新路子。

Abstract
New type of rural social endowment insurance as "the new farmer's insurance," following the
abolition of agricultural taxes, agriculture, direct subsidies, the new rural cooperative medical care
after the policy is another major benefit of agricultural policies. To individual contributions, the
bination of grants and government subsidies, which would place the central
government subsidy, and will direct subsidies to the peasants. The implementation of the new
farmer's insurance prehensive system of social security for farmers in a very important
aspect, which for farmers is never a good thing.
In this paper, Ling shi County new rural social endowment insurance conducted a survey of
the pilot study, the research found a new type of rural social endowment insurance, there are still
some problems, such as poor awareness of farmers insured, the low level of pension entitlements,
unreasonable financial subsidies, pension funds and so hard to preserve and increase the value.
Existence of these problems to a large extent affect the Lingshi County, the new rural social pension
insurance, the actual results of the pilot will also affect the future of new rural social pension
insurance promotion.
Farmers through field survey, drawing on old-age model of abroad, o
