摘要

住房保障制度是整个社会保障体系中的重要组成部分,也是一个国家经济
政策和社会政策的重要内容。住房问题关系到人民的切身利益,人民的基本住
房需求得不到满足,将无法进行其他生产活动,而由此导致的各种社会群体矛
盾将会严重影响社会安定和国家稳步发展。
目前在我国经济转轨期间, 的群体属于住房保障范围,住房保障主要体
现于经济适用住房制度、廉租房制度和住房公积金制度。因此,研究和探讨我
国城市中低收入群体住房保障制度的建立和完善是很有必要的。
本文提出了建立和完善我国城市中低收入群体住房保障制度的重要性;将
我国经济适用住房制度、廉租住房制度和住房公积金制度的现状作了总体概述,
用实例具体分析进一步阐述了其在发展中存在的问题及其产生的原因;并通过
借鉴美国、英国和新加坡住房保障制度的先进经验,结合我国国情和国内外专
家的研究成果,提出了一些政策性建议和今后发展的设想。
总之,建立和完善我国住房保障制度的目的就是保障人人有房住,人民能
安居乐业,构建社会主义和谐社会,推动我国经济持续、稳步发展。

Abstract

The housing ensures system is ponent in entire social
security system is also important a country economic policy and society
policy content. That modation is related to one's immediate or vital
interests of the people, if housing need cannot get basic satisfied there is
no way to carry out other producing activities. Also from this will cause
contradictory of each kind of social group which can seriously affect the
social stability and the country develops with steady steps.
During the present period when economy transfers to a different track
in our country, 80%'s group belongs to a housing ensure range , the
housing ensuring mainly apply to economy housing system , cheap rent
house system and public accumulation funds for housing system mainly.
That therefore, It is important to building-up and improve the low-e
group housing ensured system.
This article first mentioned the importance of establishing and
consummating in our country city for the low munity housing
safeguard system; Next mentioned the present situation and with the
example concrete analysis of our country’s economy housing system, the
inexpensively rents housing system and the mon reserve fund
system, then elaborate the question and the reason strength further ;
Finally through profits from American, English and Singapore’s housing
