山西省城市低收入群体住房保障制度研究

摘要
住房是人类的基本生活资料,是人类应享有的一项基本权力。随着经济条件
的改善,人们无不改善自身的住房条件。尤其是在现代社会,各国政府也把解
决国民的住房问题作为其施政的一项重要的举措。一般人群的住房,可由市场
解决,但城市低收入群体的住房很难通过市场手段予以解决。各国政府纷纷采
取各种措施,积极干预解决低收入群体的住房问题。尤其是发达国家,更是采
取住房保障的形式解决低收入群体的住房问题,取得了良好的社会经济效益。
山西地处中部地区,经济不发达,城市中存在着大量的低收入且住房困难的
群体。他们有着强烈的改善自身住房条件的愿望,但依靠其自身的力量很难实
现这一目标,因此,迫切地需要政府以各种手段为低收入群体提供适宜的住房。
山西各级政府按照国家的有关规定,相继启动了旨在解决低收入群体住房问
题的住房保障制度。山西的住房保障制度实施以来,取得了一系列的成绩,解
决了一部分低收入群体的住房问题。但从总体上看,政府提供的保障性住房远
没有达到解决城市低收入群体住房问题的作用。而且在住房保障制度实施过程
中,出现了一系列的扭曲,限制了住房保障制度效果的发挥。
山西各级政府在解决城市低收入群体住房问题上发挥着不可替代的作用。在
借鉴国内外住房保障实践经验的基础之上,结合山西自身的实际情况,采取相
应的措施,切实解决山西省城市低收入群体的住房问题。解决山西城市低收入
群体的住房问题,应特别重视加大政府对低收入群体住房问题的干预的力度,
并且完善相关的住房保障制度。只有如此,才能使山西的住房保障制度的效果
发挥到最大。

Abstract
Housing is a basic human sustenance, is a human being should be entitled to basic rights. As
economic conditions improve, people invariably improve their housing conditions. Especially in the
modern society, governments have to solve the housing problems of national governance as an
important initiative. The general population housing can been solved by the market. But the
low-e housing is difficult to be solved through market means. Governments have taken
various measures to actively intervene to solve the housing problems of low-e groups. In
particular, the developed countries, but also take the form of housing security to solve the housing
problems of low-e groups, and achieved good social and economic benefits.
Shanxi is located in the central region, economic under development, there are a large number
of cities and housing difficulties of low-e groups. They have a strong desire to improve their
housing conditions. However, it is difficult to rely on its own strength to achieve this goal.
