我国国家控股商业银行资本监管研究
内容摘要
银行在经济和整个金融服务中起着十分重要作用,银行资本在保持银行稳健和风险
承担方面以及在银行公司治理中所起的作用也是不容置疑的,这就使得对银行资本的监
管显得尤其重要。本文从这一点出发,以资本监管的国际标准巴塞尔协议为分析的依据
和框架,对我国的银行业资本监管进行了系统的分析。
研究方法包括:一是运用辩证分析的方法,从内部治理和外部监管两层入手,将二
者有机结合,构建国家控股商业银行资本监管体系的一般框架;二是在一般框架基础上,
运用比较分析法,对国外知名的大银行的典型监管模式进行对比分析,进而针对中国宏
观经济运行的特点,构建一个低成本、具有较高可行性的国家控股商业银行资本金监管
体系;三是运用实证的分析方法,通过对我国国家控股商业银行的资本金监管状况分析,
论证体系构建的合理性和的有效性。
主要成果和结论:第一部分对国内外的文献进行了回顾,分析了国内外知名学者对
银行资本监管问题的长处以及缺陷,并系统的介绍了本文的写作框架。第二部分,对本
研究的相关基础理论进行了分析为本文论证做了理论的铺垫,介绍了资本监管的国际标
准,巴塞尔协议,为之后的论文论证提供了分析的框架。第三部分,系统的介绍了国际
先进的银行资本金监管的经验。第四部分分为两章,从巴塞尔资本要求的三个方面结合
我国的国情,系统的考证了我国国家控股商业银行的资本金制度存在的问题,得出了银
行资本金制度上的种种缺陷,并针对得出的资本金制度的缺陷给出相应的政策建议。这
是本文的重点内容,也是本文的创新点。

Abstract
The bank plays an extremely important role in the economy and financial service area,
the role of the capital at maintaining the bank steady and the risk undertaking as well as in the
bank’s government is also very important, which causes the bank capital supervision to appear
so important. This article starts from this point, taking international standard of the capital
supervising and managing - Basel agreement as the analysis basis and frame, and carry on an
analysis to supervision and management mercial bank’s Capital of Country
Controlling Share.
The research methods includes: First, this article utilize dialectical-analysis method
combined with exterior supervises and internal government to construct the general frame of
supervision and management mercial Bank’s Capital of Country Controlling Share;
Second, on the base of the general frame, this article parison analytic method to
give an analysis of the overseas well-known big banks’ supervising and managing pattern,
then in view of the Chinese macro-economy movement characteristic constructs a low cost、
high feasible capital supervi
