——一种政策内容分析的视角

我国公立高校教师聘任制是在 1986 年提出的,各省也相继出台了一系列的
政策措施,这对高校教师队伍的建设发挥了重要作用。本文通过对国家教育部、
有关省教育行政部门颁布的政策以及有关高校颁布的政策措施进行分析,找出政
策中不够完善的地方,提出合理的政策建议,从而为健全我国公立高校教师聘任
政策,促进教育事业的发展提供参考。
本文运用了教育政策分析的方法,对我国公立高校教师聘任政策进行了政策
内容分析。本研究共分为六个部分:第一部分引言揭示了研究目的、研究内容,
对相关文献进行综述,阐明了本研究的意义及研究方法;第二部分是对我国公立
高校教师聘任政策分析的基础理论研究,首先研究了高校教师聘任政策分析的相
关概念,然后对我国公立高校教师聘任分析的相关理论进行了研究,分别是教育
政策分析理论、目标管理理论、激励理论、教师特点理论;第三部分分国家层面、
省级教育行政部门层面以及各高校的政策措施三个层次对我国公立高校教师聘
任政策的内容考察;第四部分是对我国高校教师聘任政策内容的特点进行了分
析;第五部分是在内容考察的基础上分别从岗位设置、聘任、考核、聘后管理四
个方面对公立高校教师聘任政策的内容进行分析和反思,找出存在的问题,并分
析问题存在的原因;第六部分是提出一些完善教师聘任政策的建议,力图构建一
个相对完善的公立高校教师聘任的政策体系。

Public College
-- From the Perspective of Policy Content Analysis
Abstract
The Policy of Teacher’s Employment for Public College was initiated in 1986,
followed by most provinces. which has played a vital role in the development of
teacher’s team in universities. By analyzing those policies initiated by the Ministry of
Education and some relative educational administrative departments, we could find
out the plete points and propose some rational policy suggestions in order to
afford some references for the development of education.
It makes the policy content analysis on the policy of teacher’s employment for
public college, using the educational policy analysis method. It contains six parts. The
first part pointed out the aim and the content, summarized interrelated literature and
clarified the significance and the means of the study; the second part is the analysis on
the relevant theories, including educational policy analysis theory, goal management
theory, motivation theory, theory of teachers characteristics and so on; the third part is
the review on the content of teacher’s employment policy in unive
