摘要
农村合作医疗制度曾经作为我国农村的医疗保健制度在满足农民的基本医疗需
求、减轻农民的医疗负担方面发挥过重要的作用。合作医疗制度、县乡村三级卫生
服务网络、乡村医生队伍这三大法宝曾经作为发展中国家在资源短缺的情况下成功
解决农村医疗卫生问题的典范在全世界范围内推广。但随着时代的变迁和社会的发
展,农村合作医疗逐渐走向了衰落,农民又成了几乎没有任何医疗保障的群体。进
入二十一世纪后,农民医疗保障需求的呼声越来越高,国家开始推行新型农村合作
医疗制度,并进行着新的探索。建立新型农村合作医疗制度及其可持续发展机制,
对于我国社会主义新农村建设和实现城乡社会统筹发展都具有重要意义。
本文首先对农村合作医疗的理论进行了概括,为后文的写作奠定了理论基础。其次
论述了建立新型农村合作医疗制度的重要性,并归纳了新型农村合作医疗制度的内
容和特点。然后介绍了湖北省长阳县新农合制度试点工作的推开过程和日常运行,
总结了新农合试点工作产生的积极影响,分析了新农合在试点过程中遇到的困难和
问题,并从可持续发展的角度分析了新农合在制度设计和实施方案等方面有待完善
的地方。再次分析了传统合作医疗制度发展历程给我们的启示,并在此基础上提出
了促进新农合可持续发展的政策建议。文章最后对前面的内容进行了总结并对新农
合制度的未来发展方向进行了前瞻性的思考。

Abstract
As the Medical-care System in rural China, the Rural Cooperative Medical-care
System (the RCMS) had played the vital role in meeting the rural inhabitants' basic
medical needs and reducing the rural inhabitants' burden of medical services. The RCMS,
of medical service and the village doctor are the three key point to resolve the
problems of peasants' medical and health essfully, and it was a miracle the developing
country can do this under such a shortage of resources situation, and this typical
experience was promoted in the world scope. But along with the changing times and social
development, The RCMS was gradually moving toward decline, as a result, the rural
inhabitants' had changed to munity without any medical safeguard again. After
entering to the 21st century, the demand of the peasants' medical security is increasing, so
the State began implementing the New Pattern of Rural Cooperative Medical-care System
(the NPRCMS). The establishment of the NRCMS and its sustainable development
mechanism is important for the construction of socialistic new country and the realization
of proper balance between rural and urban development.
