Abstract

With the rapid development of economy, China is being
in a period of transition. In the course of transition of social
system and structure, lots of social problems emerge, which
would make some degree of threat to the social order and
affect the daily life of people. At the same time, the natural
disasters and accidents what had happened ruined the
people’s life and property, and the future disasters and
accidents will put pressure on the government and challenge
the capabilities of government. In recent years, the
normalization of crisis made us aware the importance of
improving the capability of crisis management of government.
Now decision-making is the key issue of management, the first
step to strength the capability of crisis management of
government is to enhance the capability of crisis decision.
Compared with the developed countries such as the
U·S·A,there is a long way for our country to improve the
capability of crisis decision. The impotent ability of our
government is caused by the limitation of system to crisis of
policymaker. Now, we should insist on reforming and perfecting
of system, advancing administration culture by optimizing
government’anization system, perfecting legal system,
improving personal quality of policymaker. The decision ability to
crisis of government should be embodied in bination of
system and personnel. In front of critical affairs, the government
could adjust and conform system, law, culture and personnel. On
this way, the government could manage crisis well.

一、选题背景
社会政治稳定是各国政府共同追求的基本政治目标,
也是一切社会赖以有序生存和发展的起码条件。自改革开
放以来,我国经济建设飞速发展,人民生活水平日益改善
和提高,综合国力也大大提升,取得了举世瞩目的伟大成
就,所有这些都得益于长期稳定的政治和社会环境。然而,
随着国内外各种自然灾害、事故、公共卫生、恐怖事件等
危机事件的日益增多,危机对人们的正常生活、对国家和
社会的稳定都造成了很大的负面影响。2003 年春发生在我
