星级旅游饭店管理模式之研究———以盐城市为例提要
摘要
江苏沿海大开发战略成为国家发展战略,给位于江苏沿海的中心城市—盐城
的旅游饭店业带来宝贵发展机遇。盐城市星级旅游饭店发展迅速,目前处于数量扩
张阶段,现状中也存在很多问题,对这些存在问题追根溯源,都与星级旅游饭店
的内部和外部管理有关。如何正确定位政府、星级旅游饭店、行业协会的关系,
顺应市场发展需求,星级旅游饭店的管理模式值得探讨和研究。
本文从相关概念和理论出发,探讨了星级旅游饭店市场的规律;参照国际星
级旅游饭店的发展和管理,借鉴其中与中国市场环境较为适合的经验,找出了中
国目前星级旅游饭店现状中的问题。
本文以盐城市星级旅游饭店为例,通过调查了解到行业结构、产权等现状,
分析了其中存在的问题。
结合市场规律,行业发展趋势和盐城市星级旅游饭店发展现状,本文提出了
政府治理(多元主体)模式。在政府向服务型职能转变的前提下,政府、行业协
会、星级旅游饭店各归其位,政府治理行业环境,星级旅游饭店成为经营竞争的
主体,行业协会充当两者间的桥梁和纽带,多元主体共同管理行业的发展。

Abstract
Jiangsu coastal development strategy e national development strategy, which
bring valuable tourist hotel industry development opportunities to Yancheng city, one of
the coastal cities in Jiangsu. With the rapid development of Yancheng star tourist hotels,
the number now is currently in expansion phase, there are many problems in the current
situation. Tracing the source of these problems, all of them have close relationship of
internal and external star tourist hotel management. How to regulate the relationship
of government, star tourist hotels and the association to follow the market demand,
star tourist hotel management model is worthy of discussion and study.
In this paper, the concepts and theory discusses the market law of star tourist hotel,
reference to international star tourist hotel development and management, drawing on
Chinese market environment in which the experience is more appropriate to find out the
status of China's current star hotel’s problem.
In this paper, Yancheng star tourist hotels, for example, learn
