失地农民安置存在的问题及对策

摘要
本研究从我国城市化进程中失地农民的产生、发展状况出发,探讨了在城市化
进程中,失地农民的损失失地农民所失去的,不仅是土地,还有就业岗位、居住房
屋以及生活保障,从而失去了维持其家庭生存和发展的低成本的生活和发展方式。
失地农民已经成为我国一个新的弱势群体。但是目前我国并没有实现对失地农民的
良好安置;失地农民安置中存在短期性和不平等性,失地农民在失地后就业和再就
业困难并缺乏必要的社会保障。这些问题已经严重影响了失地农民的生存和发展。
做好失地农民安置工作,已经成为我国妥善处理失地农民问题的关键所在。
结合发达国家失地农民的安置经验,从我国的情况来看我们认为解决我国失地
农民安置问题也应在建立健全对失地农民的社会保障的思想指导下来进行,具体说
来应该:1、维护农民利益,提高补偿标准;2、建立失地农民社会保险多方筹资机
制;3、促进失地农民就业,完善劳动力市场建设;4、规范征地行为;5、强化土地
流转获利功能;6、有效选择多种安置方式;7、建立失地农民社会保障制度。

Abstract
This research embarks on the production and development of lose-land farmer in the
process of country urbanization advancement, has discussed, in the urbanized
advancement, what lose-land farmers losses and loses, not only is the land, but also the
employment post, the residential building and the social security, and thus loses the low
costing life and developing way which is used to maintain their family surviving and
developing. Lose-land farmer has already e our country’s new munity.
we have not had a good resettlement for our lose-land famers in china; the problemes of
short-term and inequality as well as the difficuilties in employment and re-employment
after they losing land and lack of necessary social security in the process of resettlement
have seriously affected the landless peasants of the survival and development. To solve
the question of lose-land farmer’s resettlement has e a key point in the process of
dealing with lose-land farmer’s problem.
Combined the lose-land famer resettlement experience of developde counries, for
our country, we should base on the theory of constructing and consummating social
security system of lose-land farmer, specifically we should:1. to safeguard the interests of
farmers and raise pensation standard; 2. the establishment of multi-funding
mechanism of social insurance; 3. to promote landless famers employment and better
